HEALEY KIMBERLEY DRISCOLLGOVERNOR LIEUTENANT GOVERNORJune 18, 2026To the Honorable Senate and House of Representatives,I am submitting for your consideration the attached legislation recommending terms forcertain bonds, the amounts of which are authorized in sections 2 through 2B, inclusive, ofChapter 100 of the Acts of 2026, entitled “An Act financing long-term improvements tomunicipal roads and bridges.”Pursuant to Section 3 of Article LXII of the Amendments to the Constitution of theCommonwealth of Massachusetts, I recommend that the bonds that the State Treasurer isauthorized to issue pursuant to Section 10 of Chapter 100 of the Acts of 2026 be issued for termsnot to exceed 30 years from the date of issuance thereof; provided, however, that all such bondsshall be payable not later than June 30, 2066.I appreciate the Legislature’s prompt attention to enacting this necessary piece oflegislation to allow important capital projects in the Commonwealth to proceed.Respectfully submitted,Maura T. No.The Commonwealth of Massachusetts_______________In the One Hundred and Ninety-Fourth General Court(2025-2026)_______________An Act providing for the terms of certain bonds to be issued by the Commonwealth.Whereas, The deferred operation of this act would tend to defeat its purpose, which is toprovide for the terms of certain bonds to be issued by the Commonwealth, therefore it is herebydeclared to be an emergency law, necessary for the immediate preservation of the publicconvenience.Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authorityof the same, as follows:1 Notwithstanding any general or special law to the contrary, the bonds that the state2 treasurer may issue pursuant to section 10 of chapter 100 of the acts of 2026 shall be issued for a3 term not to exceed 30 years. All such bonds shall be payable not later than June 30, 2066, as4 recommended by the governor in a message to the general court dated June 18, 2026 under5 section 3 of Article LXII of the Amendments to the Constitution.1 of 1
