                                 A RESOLUTION
1 Honoring the life and memory of Dr. Willie Frank Rainey Jr., beloved father of State
2 Representative Dr. Jasmine Clark of House District 108, and recognizing his enduring legacy
3 of service, leadership, and compassion; and for other purposes.
4 WHEREAS, the members of the Georgia House of Representatives join State Representative
5 Dr. Jasmine Clark of House District 108, her family, friends, colleagues, and countless
6 individuals throughout Georgia in honoring the life and memory of her beloved father, Dr.
7 Willie Frank Rainey Jr., whose life was defined by service, excellence, compassion, and
8 unwavering devotion to family; and
9 WHEREAS, Dr. Willie Frank Rainey Jr. dedicated his life to improving the lives of others
10 through medicine, leadership, mentorship, and community service, leaving a lasting impact
11 on patients, colleagues, and all who had the privilege of knowing him; and
12 WHEREAS, a proud graduate of Tuskegee University and the Medical College of Georgia,
13 Dr. Rainey embodied the values of academic excellence, perseverance, and lifelong learning
14 while also distinguishing himself as a member of the Alpha Phi Alpha Fraternity, Inc.; and

15 WHEREAS, following the completion of his residency through the Emory University
16 hospital system in 1985, Dr. Rainey embarked upon a distinguished career in internal
17 medicine that spanned more than three decades and touched the lives of thousands
18 throughout the State of Georgia; and
19 WHEREAS, he faithfully served for 34 years with the Southeast Permanente Medical Group
20 of Kaiser, rising to the position of Regional Chief of Adult Medicine and earning the respect
21 and admiration of patients and healthcare professionals alike through his dedication,
22 expertise, and compassionate care; and
23 WHEREAS, beyond his professional accomplishments, Dr. Rainey was a devoted husband,
24 father, grandfather, mentor, and friend whose wisdom, strength of character, and
25 commitment to uplifting others served as an inspiration to all who knew him; and
26 WHEREAS, among his greatest sources of pride was his family, including his daughter, State
27 Representative Dr. Jasmine Clark, whose commitment to public service, education, science,
28 and advocacy reflects the values of excellence, integrity, and perseverance instilled in her by
29 her father; and
30 WHEREAS, Dr. Rainey's influence extends beyond his own accomplishments through the
31 lives of his children and grandchildren, and his legacy will continue to inspire future
32 generations to pursue lives of purpose, service, and achievement; and
33 WHEREAS, while his passing is deeply mourned, the extraordinary example he set as a
34 physician, leader, father, and citizen will remain a lasting testament to a life well lived and
35 a legacy that will endure for years to come.

36 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that
37 the members of this body join in honoring the life and memory of Dr. Willie Frank Rainey
38 Jr., beloved father of State Representative Dr. Jasmine Clark of House District 108, and
39 express their deepest sympathy and heartfelt condolences to Representative Clark and the
40 entire Rainey family.
41 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
42 and directed to make an appropriate copy of this resolution available for distribution to the
43 family of Dr. Willie Frank Rainey Jr.
