1 A JOINT RESOLUTION ADJOURNING THE 2025 REGULAR SESSION OF THE
2     GENERAL ASSEMBLY TO A DATE CERTAIN AND PROVIDING FOR THE
3     MATTERS THAT MAY BE CONSIDERED UPON RECONVENING.
4 Be it resolved by the House of Representatives, the Senate concurring:
5SECTION 1.(a) When the House of Representatives and the Senate adjourn on
6 Thursday, July 2, 2026, they stand adjourned to reconvene on Monday, July 27, 2026, at 12:00
7 noon.
8SECTION 1.(b) During the regular session that reconvenes on Monday, July 27,
9 2026, only the following matters may be considered:
10(1)    Bills directly and primarily affecting the State budget, including (i) the budget
11of an occupational licensing board for fiscal year 2026-2027 and (ii) bills
12authorizing a fee for a unit of State government or political subdivision of the
13State, provided that the bill must be submitted to the Bill Drafting Division of
14the Legislative Services Office no later than 4:00 P.M. Monday, April 13,
152026, and must be introduced in the House of Representatives or filed for
16introduction in the Senate no later than 4:00 P.M. Thursday, April 30, 2026.
17(2)    Bills:
18a.      Proposing an amendment or amendments to the North Carolina
19Constitution and containing no other matter.
20b.      Proposing an amendment or amendments to the North Carolina
21Constitution and containing no other matter other than statutory
22conforming changes to implement such bills.
23c.      Solely making statutory and transitional changes to implement bills
24under sub-subdivision a. of this subdivision.
25(3)    Bills and resolutions introduced in 2025 (i) that passed third reading in 2025
26in the house in which introduced, were received in the other house in
27accordance with Senate Rule 41 or House Rule 31.1(e), as appropriate, and
28not disposed of in the other house by tabling, unfavorable committee report,
29indefinite postponement, or failure to pass any reading, and which do not
30violate the rules of the receiving house or (ii) not subject to the deadline set
31forth in Senate Rule 41 or House Rule 31.1(e), as appropriate.
32(4)    Bills and resolutions implementing the recommendations of:
33a.      Study commissions, authorities, and statutory commissions authorized
34or directed to report to the 2025 Regular Session.

1b.      The General Statutes Commission, the Courts Commission, or any
2commission created under Chapter 120 of the General Statutes that is
3authorized or directed to report to the General Assembly.
4c.      The House Ethics Committee.
5d.      Select committees.
6e.      The Joint Legislative Ethics Committee or its Advisory
7Subcommittee.
8A bill authorized by this subdivision must be submitted to the Bill Drafting
9Division of the Legislative Services Office no later than 4:00 P.M. Monday,
10April 13, 2026, and must be filed for introduction in the Senate or introduced
11in the House of Representatives no later than 4:00 P.M. Wednesday, April 29,
122026.
13(5)    Any local bill that has been submitted to the Bill Drafting Division of the
14Legislative Services Office by 4:00 P.M. Monday, April 13, 2026, and is
15introduced in the House of Representatives or filed for introduction in the
16Senate by 4:00 P.M. Tuesday, May 5, 2026.
17(6)    Bills providing for the selection, appointment, or confirmation as required by
18law, including the filling of vacancies of positions for which the appointees
19were elected by the General Assembly upon recommendation of the Speaker
20of the House of Representatives, the President of the Senate, the President Pro
21Tempore of the Senate, or a minority leader of a chamber of the General
22Assembly.
23(7)    Bills providing for action on gubernatorial nominations or appointments.
24(8)    Any matter authorized by joint resolution passed by a two-thirds majority of
25the members of the House of Representatives present and voting and by a
26two-thirds majority of the members of the Senate present and voting. A bill or
27resolution filed in either house under the provisions of this subdivision shall
28have a copy of the ratified enabling resolution attached to the jacket before
29filing for introduction in the Senate or introduction in the House of
30Representatives.
31(9)    A joint resolution authorizing the introduction of a bill pursuant to subdivision
32(8) of this subsection.
33(10)   Any bills primarily affecting any State or local pension or retirement system,
34provided that the bill has been submitted to the Bill Drafting Division of the
35Legislative Services Office no later than 4:00 P.M. Monday, April 13, 2026,
36and is introduced in the House of Representatives or filed for introduction in
37the Senate no later than 4:00 P.M. Thursday, April 30, 2026.
38(11)   Joint resolutions and simple resolutions authorized for introduction under
39Senate Rule 40.1 or House Rule 31.
40(12)   Bills returned by the Governor with objections under Section 22 of Article II
41of the North Carolina Constitution, but solely for the purpose of considering
42overriding of the veto upon reconsideration of the bill.
43(13)   Bills responding to actions related to litigation challenging the legality of
44legislative enactments.
45(14)   Any bills relating to election laws, including bills concerning the districts for
46Congressional, State House, State Senate, judicial, municipal, county, and
47other elected officials.
48(15)   Bills to disapprove rules under G.S. 150B-21.3.
49(16)   Bills providing for impeachment pursuant to Article IV of the North Carolina
50Constitution or Chapter 123 of the General Statutes.

1(17) A joint resolution further adjourning the 2025 Regular Session, amending a
2joint resolution adjourning the 2025 Regular Session, or adjourning the 2025
3Regular Session, sine die.
4SECTION 2. This resolution is effective upon ratification.
