printed to be committed to the Committee on Rules
AN ACT directing the office of the state comptroller to conduct a study
on establishing a universal pension system in the state of New York
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The office of the state comptroller is authorized and
directed to conduct a comprehensive study regarding establishing a
universal pension system in the state of New York. Such study shall
include, but shall not be limited to:
(a) an estimate of the number of New Yorkers who would be eligible for
a universal pension;
(b) an analysis of including nontraditional workers, such as gig,
part-time, and seasonal workers in such universal pension system;
(c) a review of universal pension systems in other countries, such as
New Zealand, Denmark, and Norway;
(d) an analysis of the possible funding mechanisms for such universal
pension system, such as employee contributions, employer contributions,
voluntary contributions, and state support;
(e) an assessment of the short-term fiscal impacts on the state,
employers, and employees;
(f) an assessment of the long-term fiscal impacts on the state,
employers, and employees;
(g) an examination of how a universal pension would interact with
social security, Medicare, and other federal retirement programs;
(h) an identification of statutory changes needed in New York state
law to create such universal pension system; and
(i) an evaluation of the potential ways such universal pension system
could be structured.
§ 2. No later than one year after the effective date of this act, the
office of the state comptroller shall submit a report of such study to
the governor, the temporary president of the senate, the speaker of the
assembly, the minority leader of the senate, the minority leader of the

government operations committee, the chair of the assembly government
operations committee, and the ranking member of the assembly government
operations committee.
§ 3. This act shall take effect on the ninetieth day after it shall
have become a law.
