R. 10093 IN THE HOUSE OF REPRESENTATIVES August 13, 2026 Mrs. Hinson introduced the following bill; which was referred to the Committee on Energy and Commerce A BILLTo establish a cancer research trust fund, and for other purposes.1.Short titleThis Act may be cited as the Cancer Research Trust Fund Act .2.Cancer Research Trust Fund(a)EstablishmentThere is established in the Treasury a trust fund to be known as the Cancer Research Trust Fund (referred to in this section as the Fund ) to be consisting of amounts appropriated as provided in this section.(b)Transfers to FundThere are authorized to be appropriated to the Fund amounts equal to ten percent of the total amount collected in gross duties per fiscal year on tobacco and tobacco substitute articles imported into the United States.(c)Expenditures from FundOn request, the Secretary of the Treasury shall transfer from the Fund to the Secretary of Health and Human Services such amounts necessary to carry out the purposes of the Fund.(d)Purposes of Fund(1)In generalThe Secretary of Health and Human Services (in coordination with the Secretary of War acting through the Director of the Defense Health Agency) shall use amounts made available to the Fund to carry out critical research and development into early cancer screening prevention, treatments, and innovative therapies.(2)PrioritiesIn carrying out the purposes under paragraph (1), the Secretary of Health and Human Services shall prioritize rare cancers and cancers affecting pediatric populations.
