  To amend the Federal Food, Drug, and Cosmetic Act to
  direct the Administrator of the Environmental Protection
  Agency to rely on certain data with respect to a toxicity
  determination related to a pesticide chemical residue,
  and for other purposes.
1Be it enacted by the Senate and House of Representa-
  2 tives of the United States of America in Congress assembled,
3   SECTION 1. SHORT TITLE.
4This Act may be cited as the ‘‘Scientific Oversight
  5 for Unbiased and Neutral Data in Pesticide Research

  6 Act’’ or the ‘‘SOUND Pesticide Research Act’’.

1   SEC. 2. MULTIGENERATIONAL REPRODUCTIVE TOXICITY
2STUDY REQUIREMENT.
3(a) IN GENERAL.—Section 408(b)(2) of the Federal
  4 Food, Drug, and Cosmetic Act (21 U.S.C. 346a(b)(2)) is
  5 amended by adding at the end the following:
6‘‘(G)       MULTIGENERATIONAL  REPRODUC-
7TIVE TOXICITY STUDY.—
8‘‘(i)  REQUIREMENTS.—In  estab-
9lishing, modifying, leaving in effect, or re-
10voking a tolerance or exemption for a pes-
11ticide chemical residue, the Administrator
12shall rely on data that is—
13‘‘(I) comprehensive, as deter-
14mined by the Administrator; and
15‘‘(II)  derived  from       a
16multigenerational reproductive toxicity
17study that includes not fewer than 4
18generations of test species.
19‘‘(ii) REVIEW.—Not later than 180
20days after the date of enactment of the
21Scientific Oversight for Unbiased and Neu-
22tral Data Research Act of 2026, the Ad-
23ministrator shall determine whether each

24determination to establish, modify, revoke,
25or leave in effect a tolerance or exemption
26for a pesticide chemical residue under this

1section is supported by data that meets the
2requirements under clause (i).’’.
3(b) REPORT.—Not later than 2 years after the date
  4 of enactment of this Act, the Administrator of the Envi-
  5 ronmental Protection Agency shall submit to Congress a
  6 report that identifies each determination that was re-
  7 viewed, updated, or otherwise changed as a result of the
  8 amendments made to section 408(b)(2) of the Federal
  9 Food, Drug, and Cosmetic Act (21 U.S.C. 346a(b)(2)) by
  10 this section.
