hcr4403/comm-sub.txtH-1396.1SUBSTITUTE HOUSE CONCURRENT RESOLUTION 4403State of Washington 69th Legislature 2025 Regular SessionBy House State Government & Tribal Relations (originally sponsored byRepresentatives Tharinger, Steele, McClintock, Abbarno, Waters,Leavitt, Ormsby, and Kloba)READ FIRST TIME 02/14/25.1 WHEREAS, The Washington State Library Building was completed in2 1958 and has stood for over 60 years as an outstanding example of3 Paul Thiry's Pacific Northwest modernism style of architecture; and4 WHEREAS, The Washington State Library Building was renamed the5 Joel Pritchard State Library in 1997 to honor the extraordinary6 public service and legacy of Lieutenant Governor Joel Pritchard; and7 WHEREAS, This building served faithfully for many years as the8 state's library facility before coming into use by the legislature as9 an office building for more than 20 years; and10 WHEREAS, The legislature has commissioned an expansion and11 restoration of this building in a manner that honors its modernist12 spirit while enhancing its utility to the capitol campus; and13 WHEREAS, The legislature recognizes that continuing to refer to14 this facility as a library building may cause confusion to campus15 visitors; and16 WHEREAS, The legislature wish to affirm its admiration and17 respect for the profound legacy of Lieutenant Governor Joel18 Pritchard, who fostered in the evergreen state a commitment to19 literacy, an enduring respect for bipartisanship, and a love of20 pickleball; and21 WHEREAS, Pursuant to RCW 43.34.090, the legislature is vested22 with the authority to approve names for new or existing buildings on23 the capitol campus based on recommendations from the state capitolp. 1 SHCR 44031 committee and the department of enterprise services, with the advice2 of the capitol campus design advisory committee and subject to3 specific criteria;4 NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives5 of the state of Washington, the Senate concurring, that the6 rehabilitated Joel Pritchard State Library be renamed as the "Joel7 Pritchard Building"; and8 BE IT FURTHER RESOLVED, That the department of enterprise9 services affix the name "Joel Pritchard Building" to this state10 office building located at 415 15th Avenue Southwest in Olympia,11 Washington; and12 BE IT FURTHER RESOLVED, That copies of this resolution be13 forwarded to the Honorable Robert Ferguson, Governor of the State of14 Washington and to the Director of the Department of Enterprise15 Services.--- END ---p. 2 SHCR 4403
