8 Subject: Taxation; municipal government; local option tax; payment in lieu of
9taxes; PILOT Special Fund
10 Statement of purpose of bill as introduced: This bill proposes to change the
11 percentage of local option tax revenue distributed to a municipality from 70
12 percent to 80 percent and to appropriate any surplus in the PILOT Special
13 Fund proportionally to the municipalities that generated revenue for the
14 surplus. The bill proposes to direct JFO to draft a report on moving to a
15 system whereby the State retains only what it needs to administer the PILOT
16 Special Fund without generating a future surplus.
