1.1A bill for an act
1.2relating to capital investment; appropriating money for capital improvements at
1.3the Lakewood water treatment plant in the city of Duluth; authorizing the sale and
1.4issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6Section 1. DULUTH; LAKEWOOD WATER TREATMENT PLANT
1.7IMPROVEMENTS.
1.8Subdivision 1. Appropriation. $21,208,000 is appropriated from the bond proceeds
1.9fund to the Public Facilities Authority for a grant to the city of Duluth to design and construct
1.10improvements and betterments of a capital nature to the Lakewood water treatment plant,
1.11including rehabilitation of the granular infiltration system, roof repair, and other
1.12improvements to support ongoing operations in addition to improvements of water reservoirs
1.13and pump stations.
1.14Subd. 2. Bond sale. To provide the money appropriated in this section from the bond
1.15proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.16the state in an amount up to $21,208,000 in the manner, upon the terms, and with the effect
1.17prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.18Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE. This section is effective the day following final enactment.
