1 HOUSE JOINT RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are saddened to learn of the passing of former
4 Village of Maquon Chief of Police Richard Ray "Rick" Young,
5 who passed away on October 8, 2022; and
6 WHEREAS, Chief Young was born to Russel R. and Burgetta M.
7 (Peterson) Young in Galesburg on December 30, 1950; he
8 graduated from Galesburg High School in 1970 and received his
9 law enforcement degree from Western Illinois University in
10 Macomb; he married Dixie Goodrich, then Cheryl Ann Duley; and
11 WHEREAS, Chief Young was the chief of police for the
12 Village of Maquon for 30 years, retiring in 2013; and
13 WHEREAS, Chief Young was an avid outdoorsman, woodworker,
14 firearm collector, and tinkerer; and
15 WHEREAS, Chief Young was a beloved husband, father,
16 grandfather, friend, and community member; and
17 WHEREAS, Chief Young was proceeded in death by his
18 parents; and
19 WHEREAS, Chief Young is survived by his sons, Richard,

1 Steve, and David Young; two grandsons; three granddaughters;
2 one great-granddaughter; and his best friends, Todd and
3 Natalie Mason; therefore, be it
4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
6 SENATE CONCURRING HEREIN, that we designate Illinois Route 97
7 as it travels through Maquon as the "Chief of Police Richard R.
8 Young Memorial Highway"; and be it further
9 RESOLVED, That the Illinois Department of Transportation
10 is requested to erect at suitable locations, consistent with
11 State and federal regulations, appropriate plaques or signs
12 giving notice of the name "Chief of Police Richard R. Young
13 Memorial Highway"; and be it further
14 RESOLVED, That suitable copies of this resolution be
15 presented to the family of Chief Young, the Mayor of Maquon,
16 and the Secretary of Transportation.

Designates Illinois Route 97 as it travels through Maquon as the "Chief of Police Richard R. Young Memorial Highway".
