1.13BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.14ARTICLE 1
1.15APPROPRIATIONS
1.16Section 1. CAPITAL IMPROVEMENT APPROPRIATIONS.
1.17(a) The sums shown in the column under "Appropriations" are appropriated from the
1.18general fund in fiscal year 2027 to the state agencies or officials indicated, to be spent for
1.19public purposes. These are onetime appropriations. Unless otherwise specified, money
1.20appropriated in this act is subject to paragraphs (b) to (e) of this section.
1.21(b) For any project funded in whole or in part by this act, workers on the project must
1.22be paid at least the prevailing wage rate as defined in Minnesota Statutes, section 177.42,
1.23subdivision 6, and the project is subject to the requirements and enforcement provisions in
1.24Minnesota Statutes, sections 177.27, 177.30, 177.32, and 177.41 to 177.45. For the purposes
1.25of this paragraph, "project" means demolition, erection, construction, remodeling, or repairing
1.26of a public building, facility, or other public work financed in whole or part by state funds.
1.27Project also includes demolition, erection, construction, remodeling, or repairing of a

2.1  building, facility, or public work when the acquisition of property, predesign, design, or
2.2  demolition is financed in whole or in part by state funds.
2.3      (c) Money appropriated in this act: (1) is available for a grant after the commissioner of
2.4  management and budget determines that an amount sufficient to complete the project as
2.5  described in this act has been committed to the project, as required by Minnesota Statutes,
2.6  section 16A.502; (2) may be used to pay state agency staff costs that are attributed directly
2.7  to the capital program or project for capitalizable staff costs; and (3) is available until the
2.8  project is completed or abandoned, subject to Minnesota Statutes, section 16A.642.
2.9      (d) The sustainable building guidelines under Minnesota Statutes, section 16B.325, are
2.10 mandatory for all new buildings and major renovations owned or to be owned by the state,
2.11 state agencies, Minnesota State Colleges and Universities, and the University of Minnesota
2.12 that are funded with an appropriation in this act.
2.13     (e) Recipients of grants from money appropriated in this act must demonstrate to the
2.14 commissioner of the agency making the grant that the recipient has the ability and a plan
2.15 to fund the program intended for the facility. This paragraph does not apply to state agencies.
2.16APPROPRIATIONS
2.17 Sec. 2. MINNESOTA STATE COLLEGES AND
2.18 UNIVERSITIES
2.19 Subdivision 1. Total Appropriation  $        4,500,000

6.13 Sec. 10. CORRECTIONS  $   2,302,000
6.14 For asset preservation improvement and
6.15 betterments of a capital nature at Minnesota
6.16 correctional facilities statewide to be spent in
6.17 accordance with Minnesota Statutes, section
6.18 16B.307. Notwithstanding the specified uses
6.19 of money under Minnesota Statutes, section
6.20 16B.307, the commissioner may use the
6.21 general fund appropriation for capital
6.22 expenditures allowed under Minnesota
6.23 Statutes, section 16B.307, that do not
6.24 constitute betterments and capital
6.25 improvements within the meaning of the
6.26 Minnesota Constitution, article XI, section 5,
6.27 clause (a). The report required under
6.28 Minnesota Statutes, section 16B.307,
6.29 subdivision 2, shall include a list of all projects

6.31 Sec. 11. EMPLOYMENT AND ECONOMIC

8.14 and construction of a city park at the former
8.15 Hillcrest Golf Course, now known as The

8.17 Subd. 8. Gammelgarden Museum  200,000
8.18 For a grant to the Gammelgarden Museum of
8.19 Scandia in the city of Scandia to preserve and
8.20 restore historically significant buildings on
8.21 the grounds of the museum.
8.22 Subd. 9. Bridge for Youth  1,000,000
8.23 For a grant to The Bridge for Youth for
8.24 predesign, design, and land acquisition for a
8.25 new multiuse facility in Hennepin County.
8.26 The new facility shall include youth program
8.27 and recreational space, administrative and
8.28 program office space, and up to 40 new units
8.29 of transitional and affordable housing and
8.30 emergency shelter space for unaccompanied
8.31 homeless youth and young families
8.32 experiencing homelessness.

9.10 Subd. 11. Neighborhood HealthSource  1,300,000
9.11 For a grant to Neighborhood HealthSource to
9.12 predesign, design, construct, furnish, and
9.13 equip a new clinic in North Minneapolis to
9.14 relocate the clinic currently located on
9.15 Fremont Avenue in the city of Minneapolis.
9.16 The new clinic must be designed with
9.17 affordable housing located above the clinic
9.18 that will be owned and managed by a different
9.19 organization.
9.20 Subd. 12. New Pathways  250,000
9.21 For a grant to New Pathways, Inc., to design,
9.22 construct, furnish, and equip a regional shelter
9.23 facility to provide comprehensive support
9.24 services for families with children
9.25 experiencing homelessness in the city of
9.26 Cambridge and the surrounding area.
9.27 Subd. 13. Organization of Liberians in
9.28 Minnesota  400,000
9.29 For a grant to the Organization of Liberians
9.30 in Minnesota (OLM) for the renovation,
9.31 construction, furnishing, and equipping of the
9.32 organization's current community center in

11.1ARTICLE 2
11.2MISCELLANEOUS
11.3    Section 1. Minnesota Statutes 2024, section 161.14, is amended by adding a subdivision
11.4  to read:
11.5      Subd. 112. Hortman Memorial Highway. Marked Trunk Highway 610 is designated
11.6  as "Hortman Memorial Highway." Subject to section 161.139, the commissioner must adopt
11.7  a suitable design to mark this highway and erect appropriate signs.
11.8    Sec. 2. Minnesota Statutes 2024, section 474A.02, subdivision 1a, is amended to read:
11.9      Subd. 1a. Aggregate bond limitation. "Aggregate bond limitation" means up to 55
11.10 percent of the reasonably expected aggregate basis of a residential rental project and the
11.11 land on which the project is or will be located. the greater of:
11.12     (1) 30 percent of the reasonably expected aggregate basis of a residential rental project
11.13 and the land on which the project is or will be located; or
11.14     (2) the maximum supportable permanent amortizing debt, subject to a maximum of 40
11.15 percent of the reasonably expected aggregate basis of a residential rental project and the
11.16 land on which the project is or will be located.
11.17     EFFECTIVE DATE. This section is effective January 1, 2027.
11.18   Sec. 3. DRINKING WATER REGIONALIZATION PLANNING AND ASSISTANCE
11.19 GRANTS.
11.20     Subdivision 1. Eligible recipients. Grants under this section must be made available to
11.21 counties, municipalities, and townships that seek to undertake the process outlined in chapter
11.22 116A to establish or expand regional drinking water systems.
11.23     Subd. 2. Eligible expenses. Grant funds must be used for planning activities, including
11.24 feasibility studies, engineering analyses, legal and financial assessments, community
11.25 engagement efforts, preliminary and final design work, and activities necessary for drinking
11.26 water system establishment or expansion under chapter 116A to support regional drinking
11.27 water infrastructure development.
11.28     Subd. 3. Grant administration. By November 1, 2026, the commissioner of health
11.29 must develop an application process and selection criteria that prioritizes projects addressing
11.30 aging infrastructure, water quality, affordability, or economic development.

12.1      Subd. 4. Grant maximum and match requirement. Grants awarded under this section
12.2  must not exceed $300,000 per grant recipient per year. Grant recipients must provide
12.3  matching funds equaling at least 25 percent of the total grant amount. For any one regional
12.4  drinking water system or district, the commissioner may not award grants in a fiscal year
12.5  that, in the aggregate across all grant recipients involved with that drinking water system
12.6  or district, exceed 60 percent of the funds available for that fiscal year.
12.7      Subd. 5. Reporting. The commissioner of health must submit a report to the chairs and
12.8  ranking minority members of the legislative committees with jurisdiction over water
12.9  infrastructure by January 15, 2028, summarizing the grants awarded, the progress of funded
12.10 projects, and recommendations for future funding to support drinking water regionalization
12.11 efforts.
12.12   Sec. 4. STUDY OF UNLAWFUL SHIPMENT OF INFECTIOUS OR
12.13 PATHOLOGICAL WASTE.
12.14     By January 15, 2027, the commissioner of the Pollution Control Agency must submit a
12.15 study to the chairs and ranking minority members of the senate and house of representatives
12.16 committees and divisions with primary jurisdiction over environment and health and human
12.17 services on the unlawful transportation of infectious or pathological waste to solid waste
12.18 management facilities. The study must include:
12.19     (1) an assessment of the extent and frequency of unlawful transfer of infectious or
12.20 pathological waste to solid waste management facilities and an assessment of the costs
12.21 associated with those unlawful transfers;
12.22     (2) a survey of a representative sample of known generators of infectious waste regarding
12.23 current practices for ensuring infectious and pathological waste is segregated from other
12.24 waste material as required by Minnesota Statutes, section 116.78; and
12.25     (3) recommendations for legislative or policy changes that could be adopted to reduce
12.26 the frequency and cost of unlawful transfers of infectious or pathological waste, including
12.27 an estimate of the costs to state agencies. In formulating these recommendations, the
12.28 commissioner must consider whether the following measures might contribute to a reduction
12.29 in unlawful transfers of infectious or pathological waste to solid waste management facilities:
12.30     (i) imposing fines on generators of infectious or pathological waste who arrange for its
12.31 transportation to solid waste management facilities that have not been approved by the
12.32 agency to accept infectious or pathological waste; and
12.33     (ii) undertaking unannounced inspections of infectious or pathological waste generators.

13.1    Sec. 5. APPLICABILITY OF INCREASED FUNDING FOR WATER
13.2  INFRASTRUCTURE GRANTS.
13.3      The maximum grant amount for water infrastructure grants under Minnesota Statutes,
13.4  section 446A.072, subdivision 5a, as set forth in Laws 2025, First Special Session chapter
13.5  15, article 2, section 5, is available to drinking water projects that received points for
13.6  consolidation on the Drinking Water Revolving Fund Project Priority List subject to a grant
13.7  agreement under Minnesota Statutes, section 446A.072, subdivision 5a, as of September 1,
13.8  2024, or thereafter.
13.9    Sec. 6. RADAR INFRASTRUCTURE GRANTS.
13.10     Subdivision 1. Purpose. The commissioner of transportation, in consultation with the
13.11 commissioner of public safety, shall make grants to political subdivisions of the state,
13.12 including airport authorities and airport commissions, for the acquisition, design, construction,
13.13 and installation of mobile radar infrastructure and equipment to enhance airspace and marine
13.14 surveillance. Projects supported by this appropriation shall provide statewide surveillance
13.15 of low altitude airspace and navigable waterways, detect and track intruding aircraft and
13.16 vessels, assist with drone traffic management and emergency response, and enhance collision
13.17 and obstruction avoidance for publicly owned airports and public waters.
13.18     Subd. 2. Grants. (a) Grants under this section may be used for the following projects:
13.19     (1) procurement and installation of radar sensors capable of detecting and tracking small,
13.20 low radar cross section targets to track aircraft, unmanned aerial vehicles, and vessels across
13.21 Minnesota's airspace and waterways;
13.22     (2) construction of radar towers; acquisition or leasing of temporary or mobile towers,
13.23 shelters, and power infrastructure; installation of communications networks such as fiber
13.24 optic lines or secure wireless links to allow real time remote display, alerting, and control;
13.25     (3) integration with existing surveillance and air traffic systems, including automatic
13.26 identification system (AIS) and automatic dependent surveillance-broadcast (ADS-B) data,
13.27 and installation of ancillary equipment, including cameras, forward looking infrared devices,
13.28 and other sensors for consolidated situational awareness; and

14.1    Sec. 7. MELISSA HORTMAN MEMORIAL.
14.2      (a) $800,000 of the appropriation to implement the updated Capitol Mall Design
14.3  Framework under Laws 2023, chapter 62, article 1, section 11, subdivision 2, as amended
14.4  by Laws 2025, chapter 39, article 1, section 39, is to design, procure, and install a tribute
14.5  recognizing Melissa Hortman. The tribute shall be incorporated into the design of a memorial
14.6  garden on the State Office Building site by the Department of Administration. Minnesota
14.7  Rules, part 2400.2703, shall not apply to the activities funded under this section.
14.8      (b) Notwithstanding any law or rule to the contrary, the Capitol Area Architectural and
14.9  Planning Board must select the artist to create the tribute via a competitive process and
14.10 obtain the approval of the immediate family of Melissa Hortman throughout the selection
14.11 and design approval process. The tribute design shall include the likeness of Melissa Hortman
14.12 and deceased family members of Melissa Hortman.
14.13   Sec. 8. TRANSFER.
14.14     Notwithstanding Minnesota Statutes, section 116L.20, subdivision 2, paragraph (a),
14.15 $3,800,000 in fiscal year 2026 is transferred from the workforce development fund to the
14.16 general fund. This is a onetime transfer.
14.17   Sec. 9. APPROPRIATION; ZOOLOGICAL BOARD.
14.18     $3,800,000 in fiscal year 2026 is appropriated to the Minnesota Zoological Board to
14.19 address an operational deficiency. This is a onetime appropriation.
14.20   Sec. 10. APPROPRIATIONS; STATE AIRPORTS.
14.21     Subdivision 1. Mankato Regional Airport. $1,265,000 in fiscal year 2027 is appropriated
14.22 from the state airports fund to the commissioner of transportation for a grant to the city of
14.23 Mankato to design, construct, furnish, and equip an air traffic control tower facility at the
14.24 Mankato Regional Airport. This is a onetime appropriation and is available until June 30,
14.25 2028.
14.26     Subd. 2. Duluth International Airport. (a) $2,000,000 in fiscal year 2027 is appropriated
14.27 from the state airports fund to the commissioner of transportation for a grant to the Duluth
14.28 Airport Authority to design, construct, furnish, and equip a new air traffic control tower
14.29 and base building to include office spaces, office support spaces, equipment rooms, work
14.30 spaces, and logistic support spaces at the Duluth International Airport. This project includes
14.31 site and associated site support area preparation, including demolition of obsolete buildings,
14.32 construction and installation of utilities and a stormwater retention system, and existing fuel

15.1  tank replacement. A portion of this appropriation must be used as a match to federal funding

15.5  appropriation is in addition to the appropriation under Laws 2025, First Special Session
15.6  chapter 8, article 1, section 2, subdivision 2, paragraph (a), clause (1). This appropriation

15.8      (c) The base for this appropriation is $2,000,000 in fiscal year 2028 and $0 in fiscal year

15.21     (a) For purposes of this section, "relevant appropriations" means the appropriations and

28.2  $5,000,000 in fiscal year 2025 is for a payment

28.5  construction of the new Cedar Riverside
28.6  Recreation Center to serve the largest
28.7  immigrant population center in the state. This
28.8  is a onetime appropriation available until June
28.9  30, 2028.
