R. 3478 IN THE HOUSE OF REPRESENTATIVES May 17, 2025 Mr. McGuire introduced the following bill; which was referred to the Committee on the Judiciary , and in addition to the Committee on Transportation and Infrastructure , for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILLTo amend title 18, United States Code, to limit penalties relating to the destruction of aircraft to apply only with respect to manned aircraft, and for other purposes.1.Short titleThis Act may be cited as the Manned Aircraft Clarification Act .2.Criminal penalties relating to manned aircraft(a)Destruction of manned aircraft(1)In generalSection 32 of title 18, United States Code, is amended—(A)in the section heading, by insertingmanned beforeaircraft or ;(B)in subsection (a)(1)—(i)by inserting manned before aircraft in the special aircraft jurisdiction ; and(ii)by inserting manned before civil ; and(C)in subsection (b), by inserting manned before civil each place it appears.(2)Table of sections amendmentThe table of sections for chapter 2 of title 18, United States Code, is amended by striking the item related to section 32 and inserting the following:32. Destruction of manned aircraft or aircraft facilities..(b)Aircraft piracySection 46502(a)(1)(A) of title 49, United States Code, is amended by striking an aircraft and inserting a manned aircraft .
