SYNOPSIS AS INTRODUCED:
ILCON Art. IV, Sec. 6
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that two-thirds of each house shall constitute a quorum to do business, but a smaller number may adjourn from day to day, and compel the attendance of absent members, in such manner and under such penalties as each house may provide (now, a majority of the members elected to each house constitutes a quorum). Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

1 HOUSE JOINT RESOLUTION
2 CONSTITUTIONAL AMENDMENT
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5 SENATE CONCURRING HEREIN, that there shall be submitted to the
6 electors of the State for adoption or rejection at the general
7 election next occurring at least 6 months after the adoption
8 of this resolution a proposition to amend Section 6 of Article
9 I of the Illinois Constitution as follows:
10 ARTICLE IV
11 THE LEGISLATURE
12 (ILCON Art. IV, Sec. 6)
13 SECTION 6. ORGANIZATION
14 (a) Two-thirds of each house shall constitute [A majority ]
15 [of the members elected to each house constitutes] a quorum to do
16 business, but a smaller number may adjourn from day to day, and
17 compel the attendance of absent members, in such manner and
18 under such penalties as each house may provide.
19 (b) On the first day of the January session of the General
20 Assembly in odd-numbered years, the Secretary of State shall
21 convene the House of Representatives to elect from its
22 membership a Speaker of the House of Representatives as
23 presiding officer, and the Governor shall convene the Senate

1 to elect from its membership a President of the Senate as
2 presiding officer.
3 (c) For purposes of powers of appointment conferred by
4 this Constitution, the Minority Leader of either house is a
5 member of the numerically strongest political party other than
6 the party to which the Speaker or the President belongs, as the
7 case may be.
8 (d) Each house shall determine the rules of its
9 proceedings, judge the elections, returns and qualifications
10 of its members and choose its officers. No member shall be
11 expelled by either house, except by a vote of two-thirds of the
12 members elected to that house. A member may be expelled only
13 once for the same offense. Each house may punish by
14 imprisonment any person, not a member, guilty of disrespect to
15 the house by disorderly or contemptuous behavior in its
16 presence. Imprisonment shall not extend beyond twenty-four
17 hours at one time unless the person persists in disorderly or
18 contemptuous behavior.

20 SCHEDULE
21 This Constitutional Amendment takes effect upon being
22 declared adopted in accordance with Section 7 of the Illinois
23 Constitutional Amendment Act.
