sr89/enrolled.txtSENATE RESOLUTION NO. 89In MemoryofRayburn ChapmanWHEREAS, Rayburn Keith Chapman of Tyler, an admired civicleader and a friend to many, passed away on June 10, 2025, at theage of 73; andWHEREAS, The son of Gloria Jean Smith and Rayburn GradyChapman, Keith Chapman was born in Carthage on January 24, 1952;he attended Carthage High School and Panola College beforecompleting his bachelor's degree in accounting at The Universityof Texas at Austin; andWHEREAS, Following 23 years in public accounting with theChapman & Robinson and Chapman & Williams CPA firms, Mr. Chapmantransitioned to business brokerage as the owner of HorizonBusiness Group; he was a lifetime certified businessintermediary, a board certified broker, and a fellow of the M&ASource; dedicated to his profession, he served as president ofthe Texas Association of Business Brokers and coauthored fivecourses on his field; andWHEREAS, Mr. Chapman gave generously of his time andexpertise to numerous local organizations; among otherleadership roles, he served as president of the Carthage LionsClub and Panola County Chamber of Commerce, and he was acommissioner of the Dixie Baseball League; he was also active inthe Tyler Sunrise Rotary Club; sustained by a strong faith, heserved on the board of Servants of Christ International, and hewas a member of the Green Acres Baptist Church Safety Team; andWHEREAS, A licensed pilot for over 47 years, Mr. Chapmanenjoyed flying, hunting, fishing, and working at the farm; aboveall, he was devoted to his family; he shared a fulfillingmarriage with his wife, Christa, and he took great pride in hischildren, Keric and Mandy, as well as his 11 grandchildren; andWHEREAS, While the death of Keith Chapman has brought greatsorrow to his family and friends, they will continue to findinspiration in his example of loyalty, integrity, and kindness;now, therefore, be itRESOLVED, That the Senate of the State of Texas, 89thLegislature, 1st Called Session, hereby pay tribute to thelife of Keith Chapman and extend sincere condolences to themembers of his family: to his wife, Christa Chapman; to hisdaughter, Mandy Powell, and her husband, Michael; to hisstepchildren, Tyler Fleet and his wife, Erin, Tanner Emery andhis girlfriend, Meghan Judd, Jake Hardin and his wife, Morgan,and Nick Hardin and his wife, Kelli; to his grandchildren,Miles, Mason, and Molly Powell, Miller Powell and his wife,Gracie, Everly Joy Fleet, and Eli, Braxton, Grayson, Hadley,Riley, and Weston Hardin; and to his other relatives andfriends; and, be it furtherRESOLVED, That an official copy of this Resolution beprepared for his family and that when the Texas Senate adjournsthis day, it do so in memory of Keith Chapman.Hughes________________________________President of the SenateI hereby certify that theabove Resolution was adopted bythe Senate on August 15, 2025, bya rising vote.________________________________Secretary of the Senate________________________________Member, Texas Senate
