sr88/enrolled.txtSENATE RESOLUTION NO. 88In MemoryofWillie BrownWHEREAS, A life made rich through meaningful service drewto a close with the passing of Willie Charles Brown of Troup onJune 19, 2025, at the age of 84; andWHEREAS, The son of Willie Winston Brown and Georgia LeeBroughton, "Joe Boy" Brown was born in Whitehouse on September17, 1940; after graduating from Arp Industrial High School, hecompleted his bachelor's degree at Prairie View A&M University,where he balanced academic studies with many hours of hands-onwork at the institution's farm; he went on to earn a master'sdegree at Texas A&M University; andWHEREAS, Mr. Brown proudly served his country in theU.S. Army for nearly three decades, and he cherished the lastingbonds he formed with his comrades; over the years, he oftenshared stories, whether humorous or profound, from his days as asoldier; his military discipline and leadership carried over tohis civilian career as a construction foreman; the projects heworked on included several of the most notable buildings inHouston, and he was dedicated to ensuring fine craftsmanship andattention to detail; following his retirement from the army in1994, he gave back to his community as an agriculture teacher; hehad a great love for the land and enjoyed tending his garden,managing his herd of cattle, and spending peaceful hours on hisfarm; andWHEREAS, For more than half a century, Mr. Brown served asa deacon, most recently at New Canaan Baptist Church inWhitehouse; he inspired others through his wisdom, compassion,and unwavering commitment to his faith and his family; in all hisendeavors, he was supported by the love and encouragement of hiswife, Beverly J. Brown, who preceded him in death, and he was adevoted father to his seven children, Raquel, Jennifer, Ashley,Kimberley, Marcus, Anthony, and Byron; andWHEREAS, Although Joe Boy Brown is deeply missed, those whoheld him dear will forever remember the warmth and kindness thathe brought into their lives; now, therefore, be itRESOLVED, That the Senate of the State of Texas, 89thLegislature, 1st Called Session, hereby pay tribute to the memoryof Willie Charles "Joe Boy" Brown and extend sincere sympathy tothe members of his family: to his siblings, Johnnie Johnson,James Brown and his wife, Velma, LeBertha Mitchell and herhusband, Rayford, Ella Brown, Marilyn Griffith and her husband,Kirby, and David Brown and his wife, Maurita; to his children,Raquel Harrison and her husband, Sha-Michael, Jennifer Brown,Ashley Brown and her husband, Johnathan, Kimberly Brown, MarcusBrown and his wife, Julia, Anthony Brown, and Byron Brown; to hisgrandchildren, Brandy Walker, David, Brianna, and BrittanyCarter, Jace and Serena Brown, and Ashton Lincoln; to hisgreat-grandchildren, Mason and Kori Smith; and to his otherrelatives and friends; and, be it furtherRESOLVED, That an official copy of this Resolution beprepared for his family and that when the Texas Senate adjournsthis day, it do so in memory of Joe Boy Brown.Hughes________________________________President of the SenateI hereby certify that theabove Resolution was adopted bythe Senate on August 15, 2025, bya rising vote.________________________________Secretary of the Senate________________________________Member, Texas Senate
