No. 9CONCURRENT RESOLUTIONWHEREAS, The catastrophic flooding in the Hill Country onJuly 4, 2025, claimed the lives of more than 100 people; andWHEREAS, One of the deadliest natural disasters in Texashistory, the flood occurred when summer humidity from the Gulf ofMexico combined with tropical moisture remaining from two distantstorms, Hurricane Flossie in the Pacific Ocean and Tropical StormBarry in the Atlantic; a low pressure cell stalled out overnight,pouring down 12 inches of rain, nearly double the volume of waterthat flows over Niagara Falls in an entire day; andWHEREAS, The Hill Country's steep terrain and rocky soil,parched by a long drought, could absorb little of the torrent; theGuadalupe River rose 27 feet in 45 minutes, sending a raging wall ofwater toward people sleeping in cabins, tents, and RVs on lowerground; rescuers were unable to reach scores of the endangered intime, and among the fatalities were more than two dozen girls atCamp Mystic, some as young as eight years old; andWHEREAS, Across the state, Texans are mourning the terribleloss of life, and it is fitting to acknowledge the inconsolablesorrow of the survivors and the collective grief experienced by theentire nation in the wake of this immense tragedy; now, therefore,be itRESOLVED, That the 89th Legislature of the State of Texas,2nd Called Session, hereby call for construction of a monument inthe Texas State Cemetery in remembrance of those who perished in theJuly 4, 2025, Hill Country flood; and, be it furtherRESOLVED, That the Texas secretary of state forward officialcopies of this resolution to the Texas State Cemetery Committee andthe State Preservation Board.
