sr3/enrolled.txtSENATE RESOLUTION NO. 3WHEREAS, The Senate of the State of Texas is pleased torecognize Dr. Gwendolyn Spratt on her 32 years of spiritualleadership as pastor of the Church of the Blood Covenant in OakCliff; andWHEREAS, Born in the small East Texas town of Smithland,Gwendolyn Spratt graduated from Jefferson High School and went onto earn a bachelor's degree at Minnesota Metropolitan College anda master's degree at the University of Michigan; andWHEREAS, She later returned to Texas, where she helped toshape countless young minds during her more than 25 years as ateacher with the Dallas Independent School District; she wasblessed to marry the love of her life, Dr. Lorenzo Spratt, and toraise their cherished son, Dalen, by loving example; today, herlife is immeasurably enriched by the presence of hergranddaughter, Axel; andWHEREAS, Called to spiritual service, Dr. Gwendolyn Sprattwas ordained as a minister in 1993, and the Church of the BloodCovenant was founded under her pastoral guidance; during herthree decades of devoted full-time leadership, she returned toschool to earn her doctorate of theological studies from GraceInternational Seminary; andWHEREAS, Inspirational and attuned to the needs of others,Dr. Spratt is a devoted community servant and a trusted spiritualadvisor; through her work and faithful ministry, she has made apositive difference in the lives of countless people in hercongregation and beyond, and she is truly deserving of specialrecognition for her 32 years of pastoral leadership; now,therefore, be itRESOLVED, That the Senate of the State of Texas, 89thLegislature, 2nd Called Session, hereby commend Dr. GwendolynSpratt on her faithful service as pastor of the Church of theBlood Covenant and extend to her best wishes for success in allher endeavors; and, be it furtherRESOLVED, That a copy of this Resolution be prepared forher as an expression of esteem from the Texas Senate.West________________________________President of the SenateI hereby certify that theabove Resolution was adopted bythe Senate on September 4, 2025.________________________________Secretary of the Senate________________________________Member, Texas Senate
