H.R. No. 166
  R E S O L U T I O N
         WHEREAS, Proud residents of Universal City are celebrating
  the 65th anniversary of their city's incorporation on September 6,
  2025; and
         WHEREAS, Encompassing almost six square miles in
  northeastern Bexar County, Universal City was established to serve
  the needs of the nearby Randolph Air Force Base; the town
  experienced modest growth in the first few decades after the base
  opened in 1931, but the relocation of the Air Training Command
  Headquarters to the base in 1957 marked a turning point for the
  community; on-base housing proved to be insufficient for the influx
  of personnel, and the town saw a surge in construction after the
  completion of Rose Garden, its first profitable housing
  development; and
         WHEREAS, Concerned about annexation from San Antonio,
  Universal City voters approved incorporation in March 1960, and the
  city's first mayor, Franklin Bless, was elected alongside its first
  city council members on June 4 of that year; on September 6, the
  city council formalized its incorporation as a general law
  municipality; at that time, the population of Universal City was
  estimated to be 1,800; and
         WHEREAS, In 1963, the United States Air Force began the
  process of transferring its Military Personnel function from the
  Pentagon to Randolph Air Force Base, ushering in another era of
  development for Universal City; within a decade, the city's
  population soared to over 7,500, at one time earning it the
  reputation of being the fastest-growing city in Texas; and
         WHEREAS, Today, Universal City is home to over 20,000 people,
  making it the fourth-largest community in Bexar County; the city's
  proximity to Randolph Air Force Base continues to be its defining
  feature, and it offers such amenities as Olympia Hills, its
  municipal golf course and conference center, as well as many local
  parks; students residing in Universal City are served by two
  independent school districts, Schertz-Cibolo-Universal City ISD
  and Judson ISD, and post-secondary studies are offered at Northeast
  Lakeview College; annual events in Universal City include a
  Snowfest held in February and a veterans' parade in November that is
  believed to be the longest-running such event in the San Antonio
  area; and
         WHEREAS, For 65 years, Universal City's industrious
  residents have dedicated themselves to preserving and enhancing the
  quality of life in their community, and this milestone provides a
  welcome opportunity to recognize the city's contributions to the
  Lone Star State; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby commemorate the 65th
  anniversary of the incorporation of Universal City and extend to
  its residents sincere best wishes for a meaningful and memorable
  celebration; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the city as an expression of high regard by the Texas
  House of Representatives.
