No. 166R E S O L U T I O NWHEREAS, Proud residents of Universal City are celebratingthe 65th anniversary of their city's incorporation on September 6,2025; andWHEREAS, Encompassing almost six square miles innortheastern Bexar County, Universal City was established to servethe needs of the nearby Randolph Air Force Base; the townexperienced modest growth in the first few decades after the baseopened in 1931, but the relocation of the Air Training CommandHeadquarters to the base in 1957 marked a turning point for thecommunity; on-base housing proved to be insufficient for the influxof personnel, and the town saw a surge in construction after thecompletion of Rose Garden, its first profitable housingdevelopment; andWHEREAS, Concerned about annexation from San Antonio,Universal City voters approved incorporation in March 1960, and thecity's first mayor, Franklin Bless, was elected alongside its firstcity council members on June 4 of that year; on September 6, thecity council formalized its incorporation as a general lawmunicipality; at that time, the population of Universal City wasestimated to be 1,800; andWHEREAS, In 1963, the United States Air Force began theprocess of transferring its Military Personnel function from thePentagon to Randolph Air Force Base, ushering in another era ofdevelopment for Universal City; within a decade, the city'spopulation soared to over 7,500, at one time earning it thereputation of being the fastest-growing city in Texas; andWHEREAS, Today, Universal City is home to over 20,000 people,making it the fourth-largest community in Bexar County; the city'sproximity to Randolph Air Force Base continues to be its definingfeature, and it offers such amenities as Olympia Hills, itsmunicipal golf course and conference center, as well as many localparks; students residing in Universal City are served by twoindependent school districts, Schertz-Cibolo-Universal City ISDand Judson ISD, and post-secondary studies are offered at NortheastLakeview College; annual events in Universal City include aSnowfest held in February and a veterans' parade in November that isbelieved to be the longest-running such event in the San Antonioarea; andWHEREAS, For 65 years, Universal City's industriousresidents have dedicated themselves to preserving and enhancing thequality of life in their community, and this milestone provides awelcome opportunity to recognize the city's contributions to theLone Star State; now, therefore, be itRESOLVED, That the House of Representatives of the 89th TexasLegislature, 2nd Called Session, hereby commemorate the 65thanniversary of the incorporation of Universal City and extend toits residents sincere best wishes for a meaningful and memorablecelebration; and, be it furtherRESOLVED, That an official copy of this resolution beprepared for the city as an expression of high regard by the TexasHouse of Representatives.Lujan______________________________Speaker of the HouseI certify that H.R.
