Synopsis: Teacher compensation. Provides that, for each school year
beginning after June 30, 2027, a school corporation shall, if the school
corporation determines that the school corporation cannot establish a
minimum salary of $60,000 (instead of $40,000 under current law) for
each full-time teacher, comply with certain requirements.
Effective: July 1, 2026.

                   HOUSE BILL No. 1170
    A BILL FOR AN ACT to amend the Indiana Code concerning
 education.
     Be it enacted by the General Assembly of the State of Indiana:
1    SECTION 1. IC 20-28-9-26, AS AMENDED BY P.L.190-2025,
2 SECTION 4, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE
3 JULY 1, 2026]: Sec. 26. (a) For each school year beginning after June
4 30, 2025, if a school corporation determines that the school corporation
5 cannot establish a minimum salary of forty-five thousand dollars
6 ($45,000) for each full-time teacher, the school corporation and the
7 department must comply with the requirements of subsections (b) (c)
8 through (d). (e). This subsection expires July 1, 2027.
9    (b) For each school year beginning after June 30, 2027, if a
10 school corporation determines that the school corporation cannot
11 establish a minimum salary of sixty thousand dollars ($60,000) for
12 each full-time teacher, the school corporation must comply with
13 the requirements of subsections (c) through (e).
14    (b) (c) For each state fiscal year that a school corporation fails to
15 meet the minimum salary requirements for full-time teachers under
16 subsection (a) (before its expiration) or subsection (b), the
17 department shall submit in both a written and an electronic format a

1 notice to the school corporation's:
2(1) superintendent;
3(2) school business officer; and
4(3) governing body;
5 that the school corporation failed to meet the requirements set forth in
6 subsection (a) (before its expiration) or subsection (b) for the
7 applicable state fiscal year.
8    (c) (d) If a school corporation's governing body receives a notice
9 from the department under subsection (b), (c), the school corporation
10 shall do the following:
11(1) Publicly acknowledge receipt of the notice from the
12department at the governing body's next public meeting.
13(2) Enter into the governing body's official minutes for the
14meeting described in subdivision (1) acknowledgment of the
15notice.
16(3) Not later than thirty (30) days after the meeting described in
17subdivision (1), publish on the school corporation's website:
18(A) the department's notice; and
19(B) any relevant individual reports prepared by the
20department.
21    (d) (e) If the department determines a school corporation that
22 received one (1) or more notices from the department under subsection
23 (b) (c) has met the minimum salary requirements required under
24 subsection (a) (before its expiration) or subsection (b) for a
25 subsequent state fiscal year, the school corporation may remove from
26 the school corporation's website any:
27(1) notices the school corporation received under subsection (b);
28(c); and
29(2) relevant individual reports prepared by the department under
30subsection (c)(3). (d)(3).
