1    A CONCURRENT RESOLUTION recognizing January as
2 National Human Trafficking Prevention Month.
3   Whereas, Human trafficking is a grave violation of human
4 rights affecting millions of people worldwide, including
5 thousands within the United States who are subjected to
6 exploitation for labor, services, or the commercial sex trade;
7   Whereas, Human traffickers target the most vulnerable
8 members of society, using force, fraud, or coercion to exploit
9 individuals and deny them freedom, dignity, and safety;
10   Whereas, Human trafficking is often hidden in plain sight,
11 making identification difficult and delaying access to critical
12 services, protection, and support for survivors;
13   Whereas, January is recognized as National Human
14 Trafficking Prevention Month, observed annually since 2010 by
15 the President of the United States to raise awareness and
16 prevent human trafficking, with related efforts led domestically
17 and abroad by the United States Department of State;
18   Whereas, Federal agencies, survivor advocates, community
19 organizations, and private citizens work each January to
20 highlight the resilience of survivors and the importance of
21 prevention efforts at home and abroad;
22   Whereas, Preventing human trafficking requires
23 community-based solutions, including public education,
24 trauma-informed training, safe housing, coordinated services,
25 and strong partnerships among law enforcement, service

1 providers, schools, faith communities, and residents; and
2   Whereas, Raising awareness empowers individuals to
3 recognize signs of trafficking, support survivors, and contribute
4 to a statewide culture of vigilance, safety, and prevention:
5 Therefore,
6Be it resolved by the House of Representatives
7of the General Assembly of the State of Indiana,
8the Senate concurring:
9    SECTION 1. That the Indiana General Assembly recognizes
10 January as National Human Trafficking Prevention Month in
11 Indiana, and it encourages all residents to increase awareness,
12 support prevention efforts, and stand with survivors of human
13 trafficking.
14    SECTION 2. That the Indiana General Assembly affirms the
15 importance of community engagement, education, and
16 coordinated action to prevent exploitation and ensure that every
17 community is prepared to recognize, prevent, and respond to
18 human trafficking.
19    SECTION 3. That the Principal Clerk of the House of
20 Representatives and the Secretary of the Senate are directed to
21 transmit copies of this resolution to appropriate agencies,
22 organizations, and advocacy groups involved in human
23 trafficking prevention and survivor support.
