SYNOPSIS AS INTRODUCED:
ILCON Art. IV, Sec. 5
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that, when the House of Representatives or the Senate convenes in veto session, it may consider only the following legislative measures: bills that have been vetoed by the Governor; bills that have been returned by the Governor with specific recommendations for change; items of appropriation that have been reduced or vetoed by the Governor; and motions, messages, notices, and resolutions. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

1 HOUSE JOINT RESOLUTION
2 CONSTITUTIONAL AMENDMENT
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5 SENATE CONCURRING HEREIN, that there shall be submitted to the
6 electors of the State for adoption or rejection at the general
7 election next occurring at least 6 months after the adoption
8 of this resolution a proposition to amend Section 5 of Article
9 IV of the Illinois Constitution as follows:
10 ARTICLE IV
11 THE LEGISLATURE
12 (ILCON Art. IV, Sec. 5)
13 SECTION 5. SESSIONS
14 (a) The General Assembly shall convene each year on the
15 second Wednesday of January. The General Assembly shall be a
16 continuous body during the term for which members of the House
17 of Representatives are elected.
18 (b) The Governor may convene the General Assembly or the
19 Senate alone in special session by a proclamation stating the
20 purpose of the session; and only business encompassed by such
21 purpose, together with any impeachments or confirmation of
22 appointments shall be transacted. Special sessions of the
23 General Assembly may also be convened by joint proclamation of

1 the presiding officers of both houses, issued as provided by
2 law.
3 (c) Sessions of each house of the General Assembly and
4 meetings of committees, joint committees and legislative
5 commissions shall be open to the public. Sessions and
6 committee meetings of a house may be closed to the public if
7 two-thirds of the members elected to that house determine that
8 the public interest so requires; and meetings of joint
9 committees and legislative commissions may be so closed if
10 two-thirds of the members elected to each house so determine.
11 (d) When the House of Representatives or the Senate
12 convenes in veto session, it may consider only the following
13 legislative measures: bills that have been vetoed by the
14 Governor; bills that have been returned by the Governor with
15 specific recommendations for change; items of appropriation
16 that have been reduced or vetoed by the Governor; and motions,
17 messages, notices, and resolutions.

19 SCHEDULE
20 This Constitutional Amendment takes effect upon being
21 declared adopted in accordance with Section 7 of the Illinois
22 Constitutional Amendment Act.
