House concurrent resolution honoring Timothy McNamara for hisoutstanding public service in environmental and municipal law enforcement.(H.C.R.156)Offered by Representative Noyes of WolcottWhereas, for over three decades of law-enforcement-related employment, TimMcNamara’s peers recognized the consistently high caliber of their colleague’sprofessionalism, andWhereas, Tim McNamara began his tenure at the Agency of Natural Resources (ANR)in 1992 as a temporary underground storage tank inspector in the Department ofEnvironmental Conservation, and in 1995, he accepted a permanent position, resulting inhis promotion to assistant hazardous materials specialist, andWhereas, frequently, the violations Tim McNamara investigated were referred to anANR environmental enforcement officer (EEO), and he developed a strong interest in alaw-enforcement-focused career, andWhereas, in 1997, Tim McNamara pursued his passion and joined the EEO’s ranks,completing the requisite training for the performance of his new assignments, andWhereas, soon after becoming an EEO, Tim McNamara played a major role in anenforcement proceeding following a fatal hazardous waste explosion that culminated infelony convictions, andWhereas, in the years that followed, Tim McNamara brought his expertise and skill toinvestigations centered on the illegal disposal of solid and hazardous waste for profit, theillegal burning of materials, the unpermitted discharges of pollutants into State waters,and the submission of falsified records to State authorities, andWhereas, his proficiency as an EEO attracted the notice of municipal law enforcementofficials, and in 2006, Tim McNamara embarked, initially with trepidation but ultimatelywith great success, on a parallel part-time second career serving as a local police officerin the towns of Weathersfield (2005–2006 and 2012–2022) and Springfield (2006–2018), andWhereas, in 2015, the Vermont Criminal Justice Training Council (VCJTC) issuedhim a Level 2C law enforcement certification, and he also earned VCJTC’s authorizationto investigate State criminal environmental statutes, andWhereas, after 33 years, in 2025, Tim McNamara concluded his exemplary ANRinvestigatory career, now therefore be itResolved by the Senate and House of Representatives:That the General Assembly honors Timothy McNamara for his outstanding publicservice in environmental and municipal law enforcement, and be it furtherResolved: That the Secretary of State be directed to send a copy of this resolution toTim McNamara.VT LEG #387161 v.1
