No. R-192. House concurrent resolution honoring Timothy McNamara for his
outstanding public service in environmental and municipal law enforcement.

   Offered by Representative Noyes of Wolcott
   Whereas, for over three decades of law-enforcement-related employment, Tim
McNamara’s peers recognized the consistently high caliber of their colleague’s
professionalism, and
   Whereas, Tim McNamara began his tenure at the Agency of Natural Resources (ANR)
in 1992 as a temporary underground storage tank inspector in the Department of
Environmental Conservation, and in 1995, he accepted a permanent position, resulting in
his promotion to assistant hazardous materials specialist, and
   Whereas, frequently, the violations Tim McNamara investigated were referred to an
ANR environmental enforcement officer (EEO), and he developed a strong interest in a
law-enforcement-focused career, and
  Whereas, in 1997, Tim McNamara pursued his passion and joined the EEO’s ranks,
completing the requisite training for the performance of his new assignments, and
   Whereas, soon after becoming an EEO, Tim McNamara played a major role in an
enforcement proceeding following a fatal hazardous waste explosion that culminated in
felony convictions, and
    Whereas, in the years that followed, Tim McNamara brought his expertise and skill to
investigations centered on the illegal disposal of solid and hazardous waste for profit, the
illegal burning of materials, the unpermitted discharges of pollutants into State waters,
and the submission of falsified records to State authorities, and
    Whereas, his proficiency as an EEO attracted the notice of municipal law enforcement
officials, and in 2006, Tim McNamara embarked, initially with trepidation but ultimately
with great success, on a parallel part-time second career serving as a local police officer
in the towns of Weathersfield (2005–2006 and 2012–2022) and Springfield (2006–
2018), and
    Whereas, in 2015, the Vermont Criminal Justice Training Council (VCJTC) issued
him a Level 2C law enforcement certification, and he also earned VCJTC’s authorization
to investigate State criminal environmental statutes, and
   Whereas, after 33 years, in 2025, Tim McNamara concluded his exemplary ANR
investigatory career, now therefore be it
   Resolved by the Senate and House of Representatives:
   That the General Assembly honors Timothy McNamara for his outstanding public
service in environmental and municipal law enforcement, and be it further
  Resolved: That the Secretary of State be directed to send a copy of this resolution to
Tim McNamara.
