Session, shall be disbursed to pay the costs ofprojects described in subsection (1) of this section.� If any monies in suchspecial fund are not used within four (4) years after the date such monies aretransferred into the special fund, then the institution of higher learning forwhich any unused monies are allocated under subsection (1) of this section shallprovide an accounting of such unused monies to the Department of Finance andAdministration.��������� (b)� Monies in thespecial fund may be used to reimburse reasonable actual and necessary costsincurred by the Department of Finance and Administration, acting through theBureau of Building, Grounds and Real Property Management, in administering orproviding assistance directly related to a project described in subsection (1)of this section.� An accounting of actual costs incurred for whichreimbursement is sought shall be maintained for each project by the Departmentof Finance and Administration, Bureau of Building, Grounds and Real PropertyManagement.� Reimbursement of reasonable actual and necessary costs for aproject shall not exceed two percent (2%) of the monies in the special fundused for such project.� Monies authorized for a particular project may not beused to reimburse administrative costs for unrelated projects.���� (3)� The Department ofFinance and Administration, acting through the Bureau of Building, Grounds andReal Property Management, is expressly authorized and empowered to receive andexpend any local or other source funds in connection with the expenditure offunds provided for in this section.� The expenditure of monies deposited intothe special fund shall be under the direction of the Department of Finance andAdministration.� The funds shall be paid by the State Treasurer upon issuedwarrants by the Department of Finance and Administration.� The warrants shallbe issued upon requisitions signed by the State Fiscal Officer, or his or herdesignee.���� (4)� Any amounts allocatedto an institution of higher learning that are in excess of that needed to completethe projects at such institution of higher learning that are described insubsection (1) of this section may be used for general repairs and renovationsat the institution of higher learning.���� SECTION 2.� (1)�Monies transferred pursuant to Senate Bill No. 2917, 2026 Regular Session, intothe 2022 Community and Junior Colleges Capital ImprovementsFund (Fund No. 6611300000) shall be disbursed by the Department of Finance andAdministration, pursuant to the authority to spend those monies granted by anappropriation bill passed separately during the 2026 Regular Session, to paythe costs of acquisition of real property, construction of new facilities,equipping and furnishing facilities, including furniture and technologyequipment and infrastructure, and addition to or renovation of existingfacilities for community and junior college campuses as recommended by theMississippi Community College of Senate Bill No. 2917, 2026Regular Session, shall be disbursed by the Department of Finance andAdministration, pursuant to the authority to spend those monies granted by anappropriation bill passed
