h662/introduced.txtBILL AS INTRODUCED H.6622026 Page 1 of 31H.6622 Introduced by Representatives Taylor of Milton, Micklus of Milton, Morgan,3L. of Milton, Morgan, M. of Milton, and Steady of Milton4 Referred to Committee on5 Date:6 Subject: Taxation and finance; insurance companies; Vermont Fire Service7Training Council; Fire Safety Special Fund; cancer screenings8 Statement of purpose of bill as introduced: This bill proposes to require an9 annual allocation from the Fire Safety Special Fund to provide cancer10 screenings to all individuals entering the Vermont Fire Academy’s Firefighter I11 program.12 An act relating to an annual allocation for firefighter cancer screening13 It is hereby enacted by the General Assembly of the State of Vermont:14 Sec. 1. 32 V.S.A. § 8557 is amended to read:15 § 8557. VERMONT FIRE SERVICE TRAINING COUNCIL16 (a)(1) Sums for the expenses of the operation of training facilities and17 curriculum of the Vermont Fire Service Training Council not to exceed18 $1,500,000.00 per year shall be paid to the Fire Safety Special Fund created by19 20 V.S.A. § 3157 by insurance companies, writing fire, homeowners multiple20 peril, allied lines, farm owners multiple peril, commercial multiple peril (fireVT LEG #386158 v.1BILL AS INTRODUCED H.6622026 Page 2 of 31 and allied lines), private passenger and commercial auto, and inland marine2 policies on property and persons situated within the State of Vermont within3 30 days after notice from the Commissioner of Financial Regulation of such4 estimated expenses. Captive companies shall be excluded from the effect of5 this section.6(2) The Commissioner shall annually, on or before July 1, apportion7 such charges among all such companies and shall assess them for the charges8 on a fair and reasonable basis as a percentage of their gross direct written9 premiums on such insurance written during the second prior calendar year on10 property situated in the State. The Department of Taxes shall collect all11 assessments under this section.12(3)(A) An amount not less than $100,000.00 shall be specifically13 allocated to the provision of what are now or formerly referred to as Level I,14 units I, II, and III (basic) courses for entry-level firefighters.15(B) An amount not less than $145,000.00 shall be specifically16 allocated to the provision of cancer screenings that comply with National Fire17 Prevention Association (NFPA) 1580, Standard for Emergency Responder18 Occupational Health and Wellness, for all individuals entering the Vermont19 Fire Academy’s Firefighter I certification program.20***VT LEG #386158 v.1BILL AS INTRODUCED H.6622026 Page 3 of 31 Sec. 2.
