hr4/enrolled.txtEnrolled Copy H.R. 41House Rules Resolution - Legislation Disclosure2026 GENERAL SESSIONSTATE OF UTAHChief Sponsor: Matt MacPherson23 LONG TITLE4 General Description:5 This House rules resolution addresses disclosure requirements when a representative6 requests legislation.7 Highlighted Provisions:8 This resolution:9 ▸ defines terms;10 ▸ when filing a request for legislation, allows a representative to indicate whether the11 representative filed the request for legislation at the request of an agency head; and12 ▸ makes technical and conforming changes.13 Money Appropriated in this Bill:14 None15 Other Special Clauses:16 None17 Legislative Rules Affected:18 AMENDS:19 HR1-10-1012021 Be it resolved by the House of Representatives of the state of Utah:22Section 1. HR1-10-101 is amended to read:23HR1-10-101 . Requests for legislation -- Sharing with caucus staff -- Disclosure.24 (1) As used in this rule[,] :25 (a) "Agency head" means a cabinet officer or an executive director with responsibility to26administer policy for a state agency.27 (b) [ "caucus ] "Caucus staff" means House staff assigned to the chief sponsor's caucus.28 (c) "State agency" means an executive branch department, division, or office.29 (2)(a) After a representative files a request for legislation in accordance with JR4-2-101,H.R. 4 Enrolled Copy30the Office of Legislative Research and General Counsel shall provide caucus staff the31drafting instructions, as defined in JR4-1-101, provided in the request for legislation32and the request's assigned short title, unless the representative elects not to share the33drafting instructions and short title with caucus staff.34[(3)] (b) Caucus staff or staff from the Office of Legislative Research and General35Counsel may share information provided under Subsection [(2) ] (2)(a) with other36representatives who are members of the chief sponsor's caucus.37 (3)(a) When a representative files a request for legislation in accordance with JR4-2-101,38the representative may disclose whether the representative filed the request for39legislation at the request of an agency head and the nature of the agency head's40request.41(b) The Office of Legislative Research and General Counsel shall:42(i) track whether a disclosure is made under Subsection (3)(a); and43(ii) provide to caucus staff the number of requests for legislation that contain a44disclosure.45Section 2. Effective Date.46 This resolution takes effect upon a successful vote for final passage.-2-
