hr3/enrolled.txtEnrolled Copy H.R. 31House Rules Resolution - Abandoning Legislation2026 GENERAL SESSIONSTATE OF UTAHChief Sponsor: Norman K Thurston23 LONG TITLE4 General Description:5 This House rules resolution authorizes abandoning legislation.6 Highlighted Provisions:7 This resolution:8 ▸ defines terms; and9 ▸ establishes a process for a chief sponsor to abandon the chief sponsor's legislation.10 Money Appropriated in this Bill:11 None12 Other Special Clauses:13 This resolution provides a special effective date.14 Legislative Rules Affected:15 ENACTS:16 HR2-5-1021718 Be it resolved by the House of Representatives of the state of Utah:19Section 1. HR2-5-102 is enacted to read:20HR2-5-102 . Abandoning legislation.21 (1) As used in this rule:22 (a) "Chief sponsor" means the member of the House of Representatives who:23(i) approves a request for legislation for numbering; or24(ii) becomes the chief sponsor of legislation in accordance with HR2-5-101 or25JR4-2-101.26 (b) "Legislation" means a bill or resolution introduced for consideration by the27Legislature.28 (2) A chief sponsor may abandon the chief sponsor's legislation by submitting to the chief29 clerk, before the legislation passes the Senate on third reading, an abandoning legislationH.R. 3 Enrolled Copy30form.31 (3) Once the chief clerk is in possession of the abandoned legislation, the chief clerk shall32file the abandoned legislation.33 (4) No later than one legislative day after the day on which a chief sponsor submits an34abandoning legislation form, the presiding officer shall publicly announce that the chief35sponsor abandoned the legislation.36 (5)(a) Abandoning legislation has the effect of striking the enacting clause.37(b) Legislation may not be revived once the chief sponsor submits an abandoning38legislation form.39 (6) For legislation abandoned under this rule, the Office of Legislative Research and40General Counsel shall note the abandonment on the legislation's webpage.41 (7) Nothing in this rule precludes a representative from introducing new legislation42identical to the legislation abandoned under this rule.43Section 2. Effective Date.44 This resolution takes effect May 6, 2026.-2-
