2026 GENERAL SESSION
STATE OF UTAH

LONG TITLE
General Description:
This House rules resolution authorizes abandoning legislation.
Highlighted Provisions:

▸ establishes a process for a chief sponsor to abandon the chief sponsor's legislation.

Be it resolved by the House of Representatives of the state of Utah:
Section 1. HR2-5-102 is enacted to read:
HR2-5-102 . Abandoning legislation.
(1) As used in this rule:
(a) "Chief sponsor" means the member of the House of Representatives who:
(i) approves a request for legislation for numbering; or
(ii) becomes the chief sponsor of legislation in accordance with HR2-5-101 or
JR4-2-101.
(b) "Legislation" means a bill or resolution introduced for consideration by the
Legislature.
(2) A chief sponsor may abandon the chief sponsor's legislation by submitting to the chief
clerk, before the legislation passes the Senate on third reading, an abandoning legislation

form.
(3) Once the chief clerk is in possession of the abandoned legislation, the chief clerk shall
file the abandoned legislation.
(4) No later than one legislative day after the day on which a chief sponsor submits an
abandoning legislation form, the presiding officer shall publicly announce that the chief
sponsor abandoned the legislation.
(5)(a) Abandoning legislation has the effect of striking the enacting clause.
(b) Legislation may not be revived once the chief sponsor submits an abandoning
legislation form.
(6) For legislation abandoned under this rule, the Office of Legislative Research and
General Counsel shall note the abandonment on the legislation's webpage.
(7) Nothing in this rule precludes a representative from introducing new legislation
identical to the legislation abandoned under this rule.
Section 2. Effective Date.
This resolution takes effect May 6, 2026.
