2  DECLARING JANUARY 21, 2026 "MEXICO-NEW MEXICO ADVOCACY DAY"
3  IN THE HOUSE OF REPRESENTATIVES IN CELEBRATION OF THE STRONG
4  PARTNERSHIP AND SHARED INTERESTS IN CULTURE, THE ARTS AND
5  ECONOMIC PROSPERITY BETWEEN MEXICO AND NEW MEXICO.

7WHEREAS, New Mexico shares with Mexico not only a border
8  but profound values and strong economic, cultural and social
9  ties; and
10      WHEREAS, in 2020, New Mexico was the state with the
11 highest percentage of Hispanic or Latino population at
12 approximately forty-eight percent; in 2022, New Mexico had
13 the highest share of eligible Latino voters at forty-five
14 percent; and in 2020, the New Mexico legislature had the
15 highest percentage of Hispanic or Latino representation of
16 all legislatures in the nation at thirty-five percent; and
17      WHEREAS, the influence of Mexican heritage in New Mexico
18 is one of the richest and most profound in the United States
19 and has played an important role in the culture, the arts,
20 the gastronomy and the quotidian life of New Mexicans; and
21      WHEREAS, in 2024, Mexico was New Mexico's number one
22 trading partner, as New Mexico exported seven billion dollars
23 ($7,000,000,000) in goods to Mexico, representing
24 approximately fifty-eight percent of New Mexico's total goods
25 exports; and  HM 9

1WHEREAS, trade with Mexico supports more than five
2  million jobs in the United States and nearly thirty thousand
3  jobs in New Mexico; and
4WHEREAS, the Santa Teresa border is one of the top
5  commercial ports between Mexico and New Mexico, reaching more
6  than thirty-one billion dollars ($31,000,000,000) in trade
7  annually; and
8WHEREAS, Mexican and Mexican-origin nationals living in
9  New Mexico contribute to the economy, the culture and the
10 society by innovating, starting businesses, creating cultural
11 expressions and promoting economic competition while
12 continuously improving the societies in New Mexico and
13 Mexico; and
14      WHEREAS, the Mexican consulate based in Albuquerque
15 offers a hotline that operates twenty-four hours per day,
16 seven days per week for assistance to Mexican nationals in
17 New Mexico and coordinates various efforts directed to the
18 statewide immigrant community; and
19      WHEREAS, the Mexican consulate based in Albuquerque
20 constitutes a major partner for local entities wanting to
21 connect to Mexico, such as chambers of commerce, businesses,
22 government and other key stakeholders; and
23      WHEREAS, the Mexican consulate based in Albuquerque
24 maintains daily communication with law enforcement agencies
25 in New Mexico, collaborates significantly in several programs   HM 9

1  intended to combat sex and labor trafficking of persons and
2  supports other programs aimed at combating domestic violence
3  and other crimes to create safer communities; and
4WHEREAS, as an acknowledgment of the importance of the
5  Mexico-New Mexico relationship, the house of representatives
6  and the Mexican consulate based in Albuquerque recognize the
7  importance of establishing a forum where political, business
8  and academic actors from both governments may highlight
9  topics of interest in the bilateral relationship and present
10 recommendations for public policy development; and
11      WHEREAS, topics of discussion for such a forum may
12 include issues impacting the Mexico-New Mexico region, from
13 education and public health to cross-border development; and
14      WHEREAS, the flow of goods and people across the border
15 is critical to the state's success, and discussions that
16 improve bilateral cooperation will bolster economic growth
17 and prosperity;
18      NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
19 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the house of
20 representatives express support for the establishment of
21 Mexico-New Mexico Advocacy Day; and
22      BE IT FURTHER RESOLVED that January 21, 2026 be declared
23 "Mexico-New Mexico Advocacy Day" in the house of
24 representatives in celebration of the critical partnership
25 and shared interests in culture, the arts and economic  HM 9

1  prosperity between Mexico and New Mexico; and
2BE IT FURTHER RESOLVED that the house of representatives
3  recognize that January 21, 2026 is the inaugural celebration
4  of Mexico-New Mexico Advocacy Day and hope this commemorative
5  day will become an annual event; and
6BE IT FURTHER RESOLVED that copies of this memorial be
7  transmitted to the Mexican consulate in Albuquerque, the
8  governor and the speaker of the house of representatives.       HM 9
