Section 16-23-3.2 is added to the Code of30 Alabama 1975, to read as follows:31§16-23-3.232(a) The State Board of Education shall establish a33 Military Veteran Temporary Teaching Certificate. A Military34 Veteran Temporary Teaching Certificate shall be available for35 a teaching field for which the state board otherwise requires36 a bachelor's degree. The department may issue a temporary37 certificate pursuant to this section to any applicant who:38(1) Documents 48 months of active duty military service39 with an honorable discharge or a medical separation;40(2) Submits to the state board the required application41 forms and fees and satisfactorily completes a criminal history42 background information check pursuant to the Alabama Child43 Protection Act of 1999;44(3) Is recommended for certification by a local45 superintendent of education or private K-12 school46 administrator; and47(4) Verifies compliance with all of the following48 admission criteria:49a. Completion of 60 college credits with a minimum50 cumulative grade point average of 2.5 on a 4.0 scale, as51 evidenced by one or more accredited institutions of higher52 education.53b. A passing score on the appropriate Praxis content54 test of the Alabama Educator Certification Assessment Program55 (AECAP).56c. Any other admission criteria established by thePage 2HB306 INTRODUCED57 State Board of Education.58(b) After receiving temporary certification, the59 individual shall be assigned a mentor by the employing60 superintendent for a minimum of two school years after61 commencing employment, or participate in the Alabama Teacher62 Mentor Program if hired by a local board of education that63 participates in the program.64(c) A temporary certificate issued pursuant to this65 section is valid for five school years, is limited to a66 one-time issuance, and is nonrenewable.67(d) When notifying the individual of his or her68 temporary certificate approval, the department shall also69 inform the individual of the certificate's expiration date and70 provide a list of methods to complete the qualifications for a71 professional certificate.72(e) The State Board of Education shall adopt rules to73 implement this section.74Section 2.
