6 Statement of purpose of bill as introduced: This bill proposes to grant
7 employees at public institutions of higher education the right to strike.
8    An act relating to granting public higher education employees the right to
9    strike
10 It is hereby enacted by the General Assembly of the State of Vermont:
11 Sec. 1. 3 V.S.A. § 903 is amended to read:
12 § 903. EMPLOYEES’ RIGHTS AND DUTIES; PROHIBITED ACTS

14    (b) A State employee may not strike or recognize a picket line of an
15 employee or labor organization while in the performance of his or her the
16 employee’s official duties; provided, however, that this prohibition shall not
17 apply to employees of the Vermont State Colleges or the University of
18 Vermont.

1 Sec. 2. 3 V.S.A. § 962 is amended to read:
2 § 962. EMPLOYEES
3    It shall be an unfair labor practice for an employee organization or its
4 agents:

6(5) To engage in, or to induce or encourage any individual employed by
7 any person to engage in, a strike or a refusal in the course of his or her the
8 individual’s employment to use, transport, or otherwise handle or work on any
9 goods, articles, materials, or commodities or to perform any authorized
10 functions; provided, however, that it shall not be an unfair labor practice for an
11 employee organization or its agents to encourage any individual employed by
12 the Vermont State Colleges or the University of Vermont to engage in a strike.

14 Sec. 3. EFFECTIVE DATE
15    This act shall take effect on July 1, 2026.
