hm19/enrolled.txt1A MEMORIAL2 DECLARING JANUARY 27, 2026 "NEW MEXICO AVIATION AND AEROSPACE3 DAY" IN THE HOUSE OF REPRESENTATIVES.45WHEREAS, New Mexico is the birthplace of the United6 States space and missile programs; and7WHEREAS, emergency services such as wildfire suppression8 and medical evacuation operations rely on aviation as a vital9 lifeline to protect the lives and property of New Mexico10 residents; and11 WHEREAS, aviation and aerospace play a critical role in12 the lives and safety of New Mexico residents and impact13 virtually every sector of the New Mexico economy, such as14 agriculture, ranching, the film industry, health and medical15 fields, manufacturing, recreation, travel, tourism, banking16 and retail business; and17 WHEREAS, New Mexico is home to more than eighty18 innovative aerospace companies performing satellite component19 and rocket design, aerospace part manufacturing, space launch20 and data analytics; and21 WHEREAS, commercial aerospace in New Mexico provides22 considerable economic and employment impacts of more than23 three hundred million dollars ($300,000,000) and more than24 eight thousand jobs; and25 WHEREAS, the three major federal research laboratories HM 19Page 11 in New Mexico have a combined annual budget of more than six2 billion dollars ($6,000,000,000) and employ more than twenty-3 one thousand people; and4WHEREAS, New Mexico is home to flight testing facilities5 with access to more than six thousand square miles of6 restricted airspace, four major United States military7 installations and twenty federal, state and privately funded8 laboratories; and9WHEREAS, New Mexico is ranked in the top three states10 for drone-friendly skies; and11 WHEREAS, New Mexico is home to many superb sites of air12 and space activity, including the United States army's White13 Sands missile range, the national aeronautics and space14 administration's White Sands test facility, Kirtland air15 force base, the space rapid capabilities office, the air16 force research laboratory, Sandia national laboratories, Los17 Alamos national laboratory and New Mexico state university's18 physical science laboratory; and19 WHEREAS, New Mexico is home to the world's first20 purpose-built commercial spaceport, spaceport America, which21 hosts suborbital launches and someday will host launches to22 orbit; and23 WHEREAS, New Mexico is home to leading research24 universities, including the New Mexico institute of mining25 and technology, which operates the Magdalena research HM 19Page 21 observatory and the very large array; the university of New2 Mexico, which is home to the institute of meteoritics; and3 New Mexico state university, which is a core member of both4 the federal aviation administration center of excellence for5 commercial space transportation and the center for excellence6 for unmanned aircraft systems; and7WHEREAS, New Mexico will continue to lead in aerospace8 education through its superb science, technology, engineering9 and mathematics education programs and world-class research10 universities; and11 WHEREAS, the New Mexico airport managers' association12 and the New Mexico chapter of the aerospace states13 association are sponsoring today's events to highlight the14 contribution of the aviation and aerospace communities in New15 Mexico;16 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF17 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the18 contributions and technological achievements of the aviation19 and aerospace communities in New Mexico be recognized by20 proclaiming January 27, 2026 as "New Mexico Aviation and21 Aerospace Day" in the house of representatives.
