2  DECLARING JANUARY 27, 2026 "NEW MEXICO AVIATION AND AEROSPACE
3  DAY" IN THE HOUSE OF REPRESENTATIVES.

5WHEREAS, New Mexico is the birthplace of the United
6  States space and missile programs; and
7WHEREAS, emergency services such as wildfire suppression
8  and medical evacuation operations rely on aviation as a vital
9  lifeline to protect the lives and property of New Mexico
10 residents; and
11      WHEREAS, aviation and aerospace play a critical role in
12 the lives and safety of New Mexico residents and impact
13 virtually every sector of the New Mexico economy, such as
14 agriculture, ranching, the film industry, health and medical
15 fields, manufacturing, recreation, travel, tourism, banking
16 and retail business; and
17      WHEREAS, New Mexico is home to more than eighty
18 innovative aerospace companies performing satellite component
19 and rocket design, aerospace part manufacturing, space launch
20 and data analytics; and
21      WHEREAS, commercial aerospace in New Mexico provides
22 considerable economic and employment impacts of more than
23 three hundred million dollars ($300,000,000) and more than
24 eight thousand jobs; and
25      WHEREAS, the three major federal research laboratories     HM 19

1  in New Mexico have a combined annual budget of more than six
2  billion dollars ($6,000,000,000) and employ more than twenty-
3  one thousand people; and
4WHEREAS, New Mexico is home to flight testing facilities
5  with access to more than six thousand square miles of
6  restricted airspace, four major United States military
7  installations and twenty federal, state and privately funded
8  laboratories; and
9WHEREAS, New Mexico is ranked in the top three states
10 for drone-friendly skies; and
11      WHEREAS, New Mexico is home to many superb sites of air
12 and space activity, including the United States army's White
13 Sands missile range, the national aeronautics and space
14 administration's White Sands test facility, Kirtland air
15 force base, the space rapid capabilities office, the air
16 force research laboratory, Sandia national laboratories, Los
17 Alamos national laboratory and New Mexico state university's
18 physical science laboratory; and
19      WHEREAS, New Mexico is home to the world's first
20 purpose-built commercial spaceport, spaceport America, which
21 hosts suborbital launches and someday will host launches to
22 orbit; and
23      WHEREAS, New Mexico is home to leading research
24 universities, including the New Mexico institute of mining
25 and technology, which operates the Magdalena research  HM 19

1  observatory and the very large array; the university of New
2  Mexico, which is home to the institute of meteoritics; and
3  New Mexico state university, which is a core member of both
4  the federal aviation administration center of excellence for
5  commercial space transportation and the center for excellence
6  for unmanned aircraft systems; and
7WHEREAS, New Mexico will continue to lead in aerospace
8  education through its superb science, technology, engineering
9  and mathematics education programs and world-class research
10 universities; and
11      WHEREAS, the New Mexico airport managers' association
12 and the New Mexico chapter of the aerospace states
13 association are sponsoring today's events to highlight the
14 contribution of the aviation and aerospace communities in New
15 Mexico;
16      NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
17 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the
18 contributions and technological achievements of the aviation
19 and aerospace communities in New Mexico be recognized by
20 proclaiming January 27, 2026 as "New Mexico Aviation and
21 Aerospace Day" in the house of representatives.  HM 19
