2  DECLARING JANUARY 28, 2026 "NEW MEXICO NATIONAL
3  BOARD-CERTIFIED TEACHERS RECOGNITION DAY" IN THE HOUSE OF
4  REPRESENTATIVES.
5
6WHEREAS, the New Mexico national board certified teacher
7  network was first established twenty-five years ago, in 2001,
8  in order to promote national board certification for New
9  Mexico teachers and promote accomplished teaching throughout
10 New Mexico; and
11      WHEREAS, the New Mexico national board certified teacher
12 network advocates for leadership opportunities for national
13 board-certified teachers; educates teachers about the
14 national board's body of knowledge teaching practices;
15 supports candidates through the national board for
16 professional teaching standards certification process;
17 celebrates achievement; offers opportunities to all
18 constituent groups; and supports and recognizes all national
19 board-certified teachers in all school districts in the state
20 and in the state legislature; and
21      WHEREAS, national board-certified teachers are
22 recognized as being among the best teachers in the
23 profession, and studies show that these teachers remain in
24 the profession at much higher rates than those who are not
25 national board certified; and  HM 18

1WHEREAS, studies also show that students of national
2  board-certified teachers learn more than students taught by
3  other teachers and learn the equivalent of several additional
4  weeks or months of instruction in math and language arts and
5  that national board-certified teachers have an even greater
6  impact on minority and low-income students; and
7WHEREAS, national board certification is a rigorous
8  process that can take three to five years to achieve, and
9  applicants must demonstrate competency across three different
10 performance-based domains along with a written test of
11 content and pedagogical knowledge; and
12      WHEREAS, as of 2024, New Mexico had one thousand six
13 hundred twelve national board-certified teachers who have
14 been certified since 1995 across school districts, bureau of
15 Indian education schools and charter schools, with many
16 national board-certified teachers serving in Title I schools,
17 and has four hundred fifty-one national board-certified
18 teachers of color and five hundred ninety-six national board-
19 certified teachers in science, technology, engineering and
20 mathematics areas; and
21      WHEREAS, New Mexico has seen a continued interest and
22 growth in national board certification, and as of January
23 2025, New Mexico is ranked eighth in the nation for the
24 percentage of educators who are national board-certified
25 teachers with active certifications;  HM 18

1NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
2  REPRESENTATIVES OF THE STATE OF NEW MEXICO that the
3  achievements and contributions of all national board-certified
4  teachers in the learning and growth of New Mexico students be
5  recognized by proclaiming January 28, 2026 "New Mexico
6  National Board-Certified Teachers Recognition Day" in the
7  house of representatives.  HM 18
