h832/introduced.txtBILL AS INTRODUCED H.8322026 Page 1 of 21H.8322 Introduced by Representative Boyden of Cambridge3 Referred to Committee on4 Date:5 Subject: Alcoholic beverages, cannabis, and tobacco; licensing; retail licenses6and permits; tasting and event permits7 Statement of purpose of bill as introduced: This bill proposes to authorize8 licensed alcoholic beverage manufacturers, at not more than 10 fourth-class9 license locations, to sell alcoholic beverages produced by other manufacturers.10 This bill also proposes to amend the application requirements for retail11 alcoholic beverage tasting permits to allow a licensee to submit the application12 and fee at least one day before the proposed date of the tasting event.13 An act relating to fourth-class licenses and retail alcoholic beverage tasting14 permits15 It is hereby enacted by the General Assembly of the State of Vermont:16 Sec. 1. 7 V.S.A. § 224 is amended to read:17 § 224. FOURTH-CLASS LICENSES18***19 (c)(1) At only one not more than 10 fourth-class license location locations,20 a licensed manufacturer or rectifier may sell by the unopened container orVT LEG #386558 v.1BILL AS INTRODUCED H.8322026 Page 2 of 21 distribute by the glass, with or without charge, alcoholic beverages produced2 by no not more than five additional manufacturers or rectifiers, provided these3 beverages are purchased on invoice from the manufacturer or rectifier.4(2) A manufacturer or rectifier may sell its product to no more than five5 additional any Vermont manufacturers or rectifiers.6***7 Sec. 2. 7 V.S.A. § 255 is amended to read:8 § 255. RETAIL ALCOHOLIC BEVERAGE TASTING PERMITS9 (a) The Division of Liquor Control may grant a licensee a permit to10 conduct an alcoholic beverage tasting event as provided in subsection (b) of11 this section if:12(1) the licensee has submitted a written application in a form required by13 the Commissioner and paid the fee provided in section 204 of this title at least14 five days one day prior to the date of the alcoholic beverage tasting event; and15***16 Sec. 3. EFFECTIVE DATE17 This act shall take effect on July 1, 2026.VT LEG #386558 v.1
