The Department of Public Health Act is amended5by adding Section 8.6 as follows:6 (20 ILCS 2305/8.6 new)7 Sec. 8.6. Breakthrough Therapies for Veteran Suicide8Prevention Program Advisory Council.9 (a) The Breakthrough Therapies for Veteran Suicide10Prevention Program Advisory Council created by Public Act11103-8 is continued within the Department of Public Health as12set forth in this Section. The Council shall advise the13Department on the rules and clinical infrastructure necessary14to support clinical access to and training for15medication-assisted United States Food and Drug Administration16breakthrough therapies for veteran suicide prevention. In17advising the Department under this Section, the Council shall18advise the Department on:19 (1) the necessary education, training, licensing, and20 credentialing of providers;21 (2) patient safety and harm reduction;22 (3) standards for treatment facilities;23 (4) relevant federal regulations and guidelines thatSB3926 Enrolled - 2 - LRB104 18354 RPS 31794 b1 relevant State agencies may consider adopting;2 (5) assisting with the development of public awareness3 and education campaigns related to veteran suicides;4 (6) developing and providing oversight regarding5 mechanisms for the dissemination of treatment and training6 data; and7 (7) developing provisions to ensure justice, equity,8 diversity, and inclusion are considered in the9 administration of grants and recommendations made to the10 Department.11 (b) The Council shall consist of the following members:12 (1) three members appointed by the Governor;13 (2) two members appointed by the President of the14 Senate;15 (3) two members appointed by the Speaker of the House16 of Representatives;17 (4) one member appointed by the Minority Leader of the18 Senate;19 (5) one member appointed by the Minority Leader of the20 House;21 (6) the Director of Veterans Affairs, or the22 Director's representative;23 (7) the Secretary of Human Services, or the24 Secretary's representative; and25 (8) four members appointed by the Director of Public26 Health who are considered subject matter experts in theSB3926 Enrolled - 3 - LRB104 18354 RPS 31794 b1 fields of psychiatry, breakthrough therapies, clinical2 trials research, and pharmacology.3 (c) The Council shall include at least 3 veterans. The4Council shall also include members with expertise in5breakthrough therapy research, clinical mental health6treatment, public health, access to mental and behavioral7health care in underserved communities, veteran mental or8behavioral health care, and harm reduction. The Department of9Public Health shall provide administrative support to the10Council.11 (d) The Council shall adopt internal organizational12procedures as necessary for its efficient organization.13 (e) Members of the Council shall serve without14compensation.15 (20 ILCS 2205/2205-36 rep.)16 Section 10. The Department of Healthcare and Family17Services Law of the Civil Administrative Code of Illinois is18amended by repealing Section 2205-36.
Amends the Department of Public Health Act. Provides that the Breakthrough Therapies for Veteran Suicide Prevention Program Advisory Council created by Public Act 103-8 is continued within the Department of Public Health, with modifications to its duties and composition. Amends the Department of Healthcare and Family Services Law of the Civil Administrative Code of Illinois by repealing provisions regarding the Council.
