5WHEREAS, June 24 is internationally recognized as the
6 International Day of Women in Diplomacy, established by the
7 United Nations to acknowledge the critical role women play in
8 diplomacy, peacebuilding, and international relations, and
9WHEREAS, women remain significantly underrepresented in
10    diplomatic leadership roles, comprising only 5 percent of chief
11    mediators globally, despite evidence that their participation is
12    essential to effective diplomacy, and
13WHEREAS, research demonstrates that peace agreements
14    involving women have a 35 percent greater chance of lasting at
15    least 15 years, underscoring the vital importance of women's
16    voices in diplomatic negotiations and conflict resolution, and
17WHEREAS, Florida has a proud legacy of women leaders in
18    diplomacy, including Ruth Bryan Owen, who represented Florida's
19    4th congressional district from 1929 to 1933 and became the
20    first woman appointed as a United States diplomat, earning her
21    induction into the Florida Women's Hall of Fame, and
22WHEREAS, recognizing women's contributions to diplomacy
23    encourages future generations of women to pursue careers in
24    international relations, foreign service, and peacebuilding,
25    NOW, THEREFORE,

27    Be It Resolved by the House of Representatives of the State of
28    Florida:

30That June 24, 2026, is designated as "Florida Day of Women
31    in Diplomacy," honoring the achievements of Florida women who
32    have served and continue to serve in diplomatic roles and
33    inspiring the continued advancement of Florida women's
34    participation and leadership in diplomacy and international
35    relations.
