     MR. PRESIDENT:
     I offer the following resolution and move its adoption:
1     A SENATE RESOLUTION recognizing the sister ties
2 between Indiana and Taiwan.
3     Whereas, In November 1979, the State of Indiana became
4 Taiwan's first sister state after signing a sister-state
5 relationship agreement with Taiwan, officially called the
6 Republic of China (R.O.C.), and ever since, Indiana and
7 Taiwan have enjoyed strong bilateral trade, educational and
8 cultural exchanges, and tourism;
9      Whereas, The year 2026 marks both the 250th anniversary
10 of the founding of the United States (U.S.) as well as the 30th
11 anniversary of Taiwan’s first direct presidential election;
12     Whereas, Taiwan shares the same values of freedom,
13 democracy, human rights, the rule of law, peace, and prosperity
14 with the U.S. and the State of Indiana;
15     Whereas, In 2022, Indiana Governor Eric Holcomb led a
16 delegation to Taiwan and signed a memorandum of
17 understanding on Indiana-Taiwan economic cooperation and
18 trade relations with Taiwan, becoming the first Indiana
19 governor to visit Taiwan since Governor Mitch Daniels in

1 2005;
2     Whereas, The economic cooperation and trade relations
3 have continued, with the Indiana Economic Development
4 Corporation opening an office in Taipei, Taiwan, in August
5 2024, and Governor Mike Braun witnessing the new expansion
6 of the research and development center from Taiwan’s
7 MediaTek, Inc., one of the world's largest semiconductor design
8 companies, in West Lafayette in December 2025;
9     Whereas, The U.S. ranks as Taiwan's second-largest
10 trading partner and Taiwan is the seventh-largest trading
11 partner of the U.S., ranking higher than the United Kingdom,
12 India, and Australia;
13     Whereas, Investments of Taiwan-affiliated firms in the U.S.
14 have nearly doubled since 2019, reaching $99.5 billion, and the
15 trade and investment with Taiwan helped support 387,000
16 well-paid American jobs in the U.S.;
17    Whereas, Bilateral trade reached more than $185 billion in
18 2024, and Taiwan is the twelfth-largest export market for U.S.
19 goods;
20     Whereas, Taiwan and the State of Indiana have enjoyed a
21 long and mutually beneficial relationship with the prospect of
22 future growth, and in 2024, Taiwan was Indiana's ninth-largest
23 export market in Asia, with $262 million worth of Indiana
24 goods exported to Taiwan and a $16 million investment from
25 Taiwan to the State of Indiana;
26     Whereas, Taiwan sent its eighth agricultural goodwill trade
27 mission to Indiana in September 2025 and made commitments
28 to purchase up to $6.4 billion worth of U.S. soybeans and corn
29 in the coming four years, making Taiwan the eighth-largest
30 market for U.S. agricultural products;
31     Whereas, As of February 2026, thirteen Taiwan-affiliated

1 companies chose Indiana as their expansion location in the
2 Midwest, supporting an estimated 3,000 Hoosier jobs;
3     Whereas, To strengthen the Taiwan-Indiana bilateral
4 economic relationship, it is essential to support Indiana
5 businesses to enhance their economic engagement with Taiwan
6 pursuant to the 1979 Taiwan Relations Act, which stipulated
7 that "whenever the laws of the U.S. refer or relate to foreign
8 countries, nations, states, governments, or similar entities, such
9 terms shall include and such laws shall apply with respect to
10 Taiwan," and it is legitimate for Indiana businesses to refer to
11 Taiwan, R.O.C., as Taiwan in conducting their business ties
12 with Taiwan; and
13      Whereas, Taiwan has undertaken a policy of "integrated
14 diplomacy," "values-added diplomacy," and "allies diplomacy"
15 in its international relations, and is capable of, and willing to,
16 fulfill its responsibilities and collaborate with the world to help
17 with the challenges of humanitarian aid, medical assistance,
18 and more: Therefore,
19Be it resolved by the Senate of the
20General Assembly of the State of Indiana:
21      SECTION 1. That the Indiana Senate reaffirms its
22 commitment to the strengthening and deepening of the sister
23 ties between the State of Indiana and Taiwan.
24      SECTION 2. That the Indiana Senate reaffirms its support
25 for the 1979 Taiwan Relations Act and 2025 Taiwan Assurance
26 Implementation Act, and encourages Indiana officials to engage
27 with Taiwan diplomats.
28      SECTION 3. That the Indiana Senate supports Taiwan's
29 efforts to engage in bilateral trade negotiations with the United
30 States, and reiterates its support for a closer economic and trade
31 partnership between the State of Indiana and Taiwan.
32      SECTION 4. That the Indiana Senate supports Taiwan's
33 meaningful participation in international organizations which

1 impact the health, safety, and well-being of the people of
2 Taiwan and supports Taiwan's aspiration to make more
3 contributions in international societies.
4      SECTION 5. The Secretary of the Senate is hereby directed
5 to transmit copies of this Resolution to the members of the
6 Indiana federal congressional delegation and to the Taipei
7 Economic and Cultural Office in Chicago, Illinois.
