hjr90/introduced.txtUNOFFICIAL COPY 26 RS BR 22751A JOINT RESOLUTION directing the establishment of the Real Estate2 Modernization Task Force.3WHEREAS, the General Assembly has not updated many of Kentucky's real4 property laws since the statute laws of this Commonwealth were codified in the Kentucky5 Revised Statutes; and6WHEREAS, the General Assembly wishes to examine ways in which the real7 property laws of the Commonwealth may be updated and modernized to best serve8 Kentuckians;9NOW, THEREFORE,10 Be it resolved by the General Assembly of the Commonwealth of Kentucky:11Section 1. The Legislative Research Commission is directed to establish the12 Real Estate Modernization Task Force. The task force shall:13(1) Study methods and approaches to protect against fraud in real estate14 transactions;15(2) Conduct a review of the real property laws of the Commonwealth and identify16 any areas for modernization; and17(3) Study any other topic or issue relating to real property or housing that the task18 force determines is appropriate.19Section 2. The Real Estate Modernization Task Force shall be composed of the20 following members, with final membership of the task force being subject to the21 consideration and approval of the Legislative Research Commission:22(1) Four members of the House of Representatives, including three members23 appointed by the Speaker of the House of Representatives, one of whom shall be24 designated to serve as co-chair, and one member appointed by the Minority Floor Leader25 of the House of Representatives;26(2) Four members of the Senate, including three members appointed by the27 President of the Senate, one of whom shall be designated to serve as co-chair, and onePage 1 of 2XXXX 2/27/2026 1:21 PM JacketedUNOFFICIAL COPY 26 RS BR 22751 member appointed by the Minority Floor Leader of the Senate;2(3) The Attorney General;3(4) The secretary of the Public Protection Cabinet;4(5) One member representing the Kentucky County Clerks Association;5(6) One member representing the Kentucky Association of Realtors;6(7) One member representing mortgage brokers; and7(8) One member representing title companies.8Section 3. The Real Estate Modernization Task Force shall meet at least9 monthly during the 2026 Interim of the General Assembly and shall submit its findings,10 legislative recommendations, or a memorandum to the Legislative Research Commission11 no later than December 1, 2026.
