hr4712/introduced.txtHOUSE RESOLUTION NO. 2026-4712, by Representatives Fitzgibbon and Corry1 WHEREAS, It is necessary to provide for the continuation of the2 work of the House of Representatives after its adjournment and during3 the interim periods between legislative sessions;4 NOW, THEREFORE, BE IT RESOLVED, That the Executive Rules5 Committee may assign subject matters, bills, memorials, and6 resolutions to authorized committees of the House of Representatives7 for study during the interim, and the Speaker of the House of8 Representatives may create special and select committees as may be9 necessary to carry out the functions, including interim studies, of10 the House of Representatives in an orderly manner and shall appoint11 members to such committees with the approval of the Executive Rules12 Committee; and13 BE IT FURTHER RESOLVED, That, during the interim, the schedules,14 agendas, locations, and formats for all meetings of any legislative15 task force or committee shall be approved by the Executive Rules16 Committee, and those task forces or committees may conduct work17 sessions and public hearings without a quorum being present; and18 BE IT FURTHER RESOLVED, That, during the interim, when19 participating remotely in any committee meeting, members shall be20 considered present for purposes of a quorum and voting; and21 BE IT FURTHER RESOLVED, That, during the interim, authorized22 committees have the power of subpoena, the power to administer oaths,23 and the power to issue commissions for the examination of witnessesp. 1 HR 47121 in accordance with chapter 44.16 RCW if and when specifically2 authorized by the Executive Rules Committee for specific purposes and3 specific subjects; and4 BE IT FURTHER RESOLVED, That the Chief Clerk of the House of5 Representatives shall complete the work of the 2026 Regular Session6 of the Sixty-Ninth Legislature during interim periods, and all7 details that arise therefrom, including the editing, indexing, and8 publishing of the journal of the House of Representatives; and9 BE IT FURTHER RESOLVED, That the Chief Clerk of the House of10 Representatives may approve vouchers of the members of the House of11 Representatives, covering expenses incurred during the interim for12 official business of the Legislature in accordance with policies set13 by the Executive Rules Committee, at the per diem rate provided by14 law and established by the Executive Rules Committee, for each day or15 major portion of a day, plus mileage at the rate provided by law and16 established by the Executive Rules Committee; and17 BE IT FURTHER RESOLVED, That the Chief Clerk of the House of18 Representatives shall, during the interim, and as authorized by the19 Speaker of the House of Representatives, retain or hire any necessary20 employees and order necessary supplies, equipment, and printing to21 enable the House of Representatives to carry out its work promptly22 and efficiently, and accept committee reports, committee bills,23 prefiled bills, memorials, and resolutions as directed by the Rules24 of the House of Representatives; and25 BE IT FURTHER RESOLVED, That the Chief Clerk of the House of26 Representatives shall have authority to execute personal services27 contracts relating to workplace investigations, and notify the28 Executive Rules Committee of any other types of personal services29 contracts that necessitate the expenditure of House of30 Representatives appropriations; and31 BE IT FURTHER RESOLVED, That the Chief Clerk of the House of32 Representatives shall execute the necessary vouchers upon which33 warrants are drawn for all legislative expenses and expenditures of34 the House of Representatives; and35 BE IT FURTHER RESOLVED, That members and employees of the36 Legislature be reimbursed for expenses incurred in attending37 authorized conferences and meetings at the rate provided by law and38 established by the Executive Rules Committee, plus mileage to andp. 2 HR 47121 from the conferences and meetings at the rate provided by law and2 established by the Executive Rules Committee, which reimbursement3 shall be paid on vouchers from any appropriation made to the House of4 Representatives for legislative expenses; and5 BE IT FURTHER RESOLVED, That, during the interim, the use of the6 House of Representatives chamber, any of its committee rooms, or any7 of the furniture or furnishings in them is permitted upon such terms8 and conditions as the Chief Clerk of the House of Representatives9 shall deem appropriate; and10 BE IT FURTHER RESOLVED, That the Chief Clerk of the House of11 Representatives may express the sympathy of the House of12 Representatives by sending flowers and correspondence when the13 necessity arises;
