1     WHEREAS, Virginia "Jenny" Graham was born in Long Beach,
2 California, daughter of Carol Estes and James Collins; and
3     WHEREAS, She grew up in Auburn and Federal Way and graduated from
4 Thomas Jefferson High School; and
5     WHEREAS, Representative Graham served in the United States Army
6 Reserve and would later go on to serve on the Joint Committee on
7 Veterans' and Military Affairs; and
8     WHEREAS, She has been a small business owner and a professionally
9 licensed cosmetologist and esthetician for 40 years; and
10     WHEREAS, As if we did not already know that she was as tough as
11 nails, Representative Graham is a registered martial artist and a
12 former instructor and is a fearless and inquisitive scuba diver who
13 aced a cageless shark dive in Fiji; and
14     WHEREAS, She and her husband, Curtis, have three children and
15 four grandchildren and have called Spokane home for three decades;
16 and
17     WHEREAS, Representative Graham has been active in her communities
18 for years, volunteering at her children's schools and church, serving
19 as a Cub Scout Den Mother, and working as a Spokane Parks and
20 Recreation ski coach for the developmentally disabled; and
21     WHEREAS, Following the tragic loss of her sister, Debra Estes, to
22 the Green River Killer, she became a fierce advocate for victims and

1 their families. Her real-world experience and dedication to justice
2 carved a path to public service; and
3     WHEREAS, Representative Graham was elected by the people of the
4 6th Legislative District in 2018; and
5     WHEREAS,   Her  tenure   in   the  Washington   state  House   of
6 Representatives has been defined by her unwavering dedication to
7 public safety and her work as the ranking member on the House
8 Community Safety Committee, where she has been a leading voice for
9 those ignored by the system; and
10     WHEREAS, Representative Graham has consistently fought to hold
11 violent offenders accountable, support law enforcement, ensure
12 neighborhoods are safe, and protect the most vulnerable in our state;
13 and
14     WHEREAS, She has been a champion for families and fundamental
15 freedoms; and
16     WHEREAS,   Representative   Graham  has   delivered   substantial,
17 tangible results for the communities of the 6th Legislative District
18 – securing vital funding in the capital and transportation budgets
19 for local priorities and bringing investments home for wildfire
20 recovery efforts, safe routes to schools, and expansions at the
21 Washington State Veterans Cemetery; and
22     WHEREAS, Through her eight years of public service, she has tried
23 to bring a necessary balance to state government, demanding
24 transparency and accountability in state spending; and
25     WHEREAS, Representative Graham has served with distinction,
26 bringing a deeply personal commitment to her work in Olympia and
27 leaving a lasting legacy of courageous, unapologetic advocacy for her
28 constituents; and
29     WHEREAS, She will continue her journey in driving change for safe
30 and clean neighborhoods in the next chapter of her life; and
31     WHEREAS, Representative Graham will now have more time to enjoy
32 her children, grandchildren, camping, scuba diving, and home
33 improvement and recycling projects; and
34     WHEREAS, As she concludes her time in the Washington state House
35 of Representatives, we extend our sincere appreciation for her
36 dedicated service and commitment to her legislative responsibilities;
37     NOW, THEREFORE, BE IT RESOLVED, That the Washington State House
38 of Representatives recognize Representative Graham's record of public

2 Washington.
