APPROPRIATION - REENTRY CENTER GRANTS. There is hereby26 appropriated, to the Department of Corrections - Division of Community27 Correction, to be payable from the Division of Community Correction Fund28 Account, for a Reentry Center Grant to Returning Home for the fiscal year29 ending June 30, 2027, the following:3031 ITEM FISCAL YEAR32 NO. 2026-202733 (01) REENTRY CENTER GRANT - RETURNING HOME $506,0003435SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS36 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. REENTRY*DJC023* 04-15-2026 09:04:48 DJC023HB10041 CENTER GRANTS. The Department of Corrections shall budget, allocate, and2 expend up to five hundred six thousand dollars ($506,000) from the Division3 of Community Correction Fund Account for a reentry center grant to Returning4 Home appropriated in this Act.5 The provisions of this section shall be in effect only from July 1,6 2026 through June 30, 2027.78 SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds9 authorized by this act shall be limited to the appropriation for such agency10 and funds made available by law for the support of such appropriations; and11 the restrictions of the State Procurement Law, the General Accounting and12 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary13 Procedures and Restrictions Act, or their successors, and other fiscal14 control laws of this State, where applicable, and regulations promulgated by15 the Department of Finance and Administration, as authorized by law, shall be16 strictly complied with in disbursement of said funds.1718 SECTION 4. LEGISLATIVE INTENT. It is the intent of the General19 Assembly that any funds disbursed under the authority of the appropriations20 contained in this act shall be in compliance with the stated reasons for21 which this act was adopted, as evidenced by the Agency Requests, Executive22 Recommendations and Legislative Recommendations contained in the budget23 manuals prepared by the Department of Finance and Administration, letters, or24 summarized oral testimony in the official minutes of the Arkansas Legislative25 Council or Joint Budget Committee which relate to its passage and adoption.2627 SECTION 5. EMERGENCY CLAUSE. It is found and determined by the General28 Assembly, that the Constitution of the State of Arkansas prohibits the29 appropriation of funds for more than a one (1) year period; that the30 effectiveness of this Act on July 1, 2026 is essential to the operation of31 the agency for which the appropriations in this Act are provided, and that in32 the event of an extension of the legislative session, the delay in the33 effective date of this Act beyond July 1, 2026 could work irreparable harm34 upon the proper administration and provision of essential governmental35 programs.
