21 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

23SECTION 1. REGULAR SALARIES - HOUSE STAFF.  There is hereby established
24 for the Arkansas House of Representatives for the 2026-2027 fiscal year, the
25 following maximum number of regular employees.

16SECTION 2. EXTRA HELP.    There is hereby authorized, for the Arkansas
17 House of Representatives for the 2026-2027 fiscal year, the following maximum
18 number of part-time or temporary employees, to be known as "Extra Help",
19 payable from funds appropriated herein for such purposes: seven (7) temporary
20 or part-time employees, when needed, at rates of pay not to exceed those
21 provided in the Uniform Classification and Compensation Act, or its
22 successor, or this act for the appropriate classification.

24SECTION 3. APPROPRIATION - STAFF.      There is hereby appropriated, to the
25 Arkansas House of Representatives, to be payable from the State Central
26 Services Fund, for personal services and operating expenses of the Arkansas
27 House of Representatives for the fiscal year ending June 30, 2027, the

10 Officers Fund, for payment of per diem and mileage of members and newly
11 elected members who attend the Institute of Legislative Procedure, House
12 Legislative Orientation, and any other briefing meetings held prior to the
13 convening of a Legislative Session of the General Assembly, the sum

3SECTION 11. APPROPRIATION - REAPPROPRIATION - CONSTITUTIONAL OFFICERS
4 FUND.    There is hereby appropriated, to the Arkansas House of
5 Representatives, to be payable from the Constitutional Officers Fund, for the
6 balance remaining on June 30, 2026, in the appropriations enacted to defray
7 any necessary expenses of the House of Representatives of the Ninety-Fifth
8 General Assembly, Section 2 of Act 1 of 2025, Sections 4 and 11 of Act 871 of
9 2025, and HB1001 as introduced in the 2026 Fiscal Session, there to be used
10 for the same purposes of the Arkansas House of Representatives of the Ninety-
11 Fifth General Assembly, the sum in the aggregate not to exceed....$2,050,000.

13SECTION 12. APPROPRIATION - REAPPROPRIATION - STATE CENTRAL SERVICES.
14 There is hereby appropriated, to the Arkansas House of Representatives, to be
15 payable from the State Central Services Fund, for the balance remaining on
16 June 30, 2026 in the appropriations enacted to defray any necessary expenses
17 of the House of Representatives of the Ninety-Fifth General Assembly,
18 Sections 3, 5, 7, 9, 10 and 12 of Act 871 of 2025, there to be used for the
19 same purposes of the Arkansas House of Representatives of the Ninety-Fifth
20 General Assembly, the sum in the aggregate not to exceed..........$2,025,000.

22SECTION 13. SPECIAL LANGUAGE.   NOT TO BE INCORPORATED INTO THE ARKANSAS
23 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.  USES OF
24 FUNDS.     The funds appropriated in this Act shall be used to defray the
25 necessary expenses of the operation of the Office of the Speaker of the House
26 of Representatives, the Office of the Chief of Staff, the Office of the
27 Coordinator of House Legislative Services, the Office of Parliamentarian, the
28 Chief Clerk's Office, House Member Services Office and other reasonable and
29 necessary expenses of the House of Representatives of the General Assembly
30 incurred during the fiscal year ending June 30, 2026 2027.       Any balance
31 remaining on June 30, 2025 2026 in the funds provided by this Act shall be
32 made available for the fiscal year ending June 30, 2026 2027 and for the same
33 purposes.

35SECTION 14. SPECIAL LANGUAGE.   NOT TO BE INCORPORATED INTO THE ARKANSAS
36 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.  TRANSFER

1 AUTHORITY.    If the Speaker of the House and the Chief of Staff or his or her
2 designee determine that any item or portion thereof appropriation for a
3 specific purpose is not needed for such purpose, they may certify such fact
4 to the State Auditor Auditor of State and the State Auditor Auditor of State
5 shall cause a transfer to be made between any appropriations authorized by
6 the General Assembly for the House of Representatives.

8SECTION 15. SPECIAL LANGUAGE.   NOT TO BE INCORPORATED INTO THE ARKANSAS
9 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.        SALARIES.
10 In order that exceptionally well-qualified personnel may be recruited and
11 retained, the House of Representatives may exceed the maximum salary levels
12 by no more than twenty percent (20%) for no more than one-third (1/3) of the
13 positions authorized in their operation appropriation act, may exceed the
14 maximum salary levels for the purpose of merit adjustments for all positions,
15 and may promote a maximum of two grades for no more than one-third (1/3) of
16 the classified positions authorized in its operation appropriation act.

18SECTION 16. SPECIAL LANGUAGE.   NOT TO BE INCORPORATED INTO THE ARKANSAS
19 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.
20 AUDIO/VISUAL POLICY.    The appropriations provided herein to produce audio or
21 video materials by or under the direction of the House of Representatives
22 shall not be used for the following:
23   (a) A person may not use audio or video materials produced by or under the
24direction of the House of Representatives in political or campaign
25advertising.
26   (b)     A person may not use audio or video materials produced by or under
27the direction of the House of Representatives for a commercial purpose.
28(1)   In this section, "commercial purpose" means a purpose that
29is intended to result in a profit or other tangible benefit.
30  (c)    The House Management Committee may give permission to an entity to use
31the audio or video materials for public education governmental
32broadcast which shall not conflict with subsection (b).

34SECTION 17. COMPLIANCE WITH OTHER LAWS.   Disbursement of funds
35 authorized by this act shall be limited to the appropriation for such agency
36 and funds made available by law for the support of such appropriations; and

1 the restrictions of the State Procurement Law, the General Accounting and
2 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
3 Procedures and Restrictions Act, or their successors, and other fiscal
4 control laws of this State, where applicable, and regulations promulgated by
5 the Department of Finance and Administration, as authorized by law, shall be
6 strictly complied with in disbursement of said funds.

8      SECTION 18. LEGISLATIVE INTENT.   It is the intent of the General
9 Assembly that any funds disbursed under the authority of the appropriations
10 contained in this act shall be in compliance with the stated reasons for
11 which this act was adopted, as evidenced by the Agency Requests, Executive
12 Recommendations and Legislative Recommendations contained in the budget
13 manuals prepared by the Department of Finance and Administration, letters, or
14 summarized oral testimony in the official minutes of the Arkansas Legislative
15 Council or Joint Budget Committee which relate to its passage and adoption.

17      SECTION 19. EMERGENCY CLAUSE.   It is found and determined by the
18 General Assembly, that the Constitution of the State of Arkansas prohibits
19 the appropriation of funds for more than a one (1) year period; that the
20 effectiveness of this Act on July 1, 2026 is essential to the operation of
21 the agency for which the appropriations in this Act are provided, and that in
22 the event of an extension of the legislative session, the delay in the
23 effective date of this Act beyond July 1, 2026 could work irreparable harm
24 upon the proper administration and provision of essential governmental
25 programs. Therefore, an emergency is hereby declared to exist and this Act
26 being necessary for the immediate preservation of the public peace, health
27 and safety shall be in full force and effect from and after July 1, 2026.
