The funds appropriated in this Act shall be used to defray the25 necessary expenses of the operation of the Office of the Speaker of the House26 of Representatives, the Office of the Chief of Staff, the Office of the27 Coordinator of House Legislative Services, the Office of Parliamentarian, the28 Chief Clerk's Office, House Member Services Office and other reasonable and29 necessary expenses of the House of Representatives of the General Assembly30 incurred during the fiscal year ending June 30, 2026 2027. Any balance31 remaining on June 30, 2025 2026 in the funds provided by this Act shall be32 made available for the fiscal year ending June 30, 2026 2027 and for the same33 purposes.3435SECTION 14. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS36 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. TRANSFER604/01/2026 2:36:06 PM JAR123HB10031 AUTHORITY. If the Speaker of the House and the Chief of Staff or his or her2 designee determine that any item or portion thereof appropriation for a3 specific purpose is not needed for such purpose, they may certify such fact4 to the State Auditor Auditor of State and the State Auditor Auditor of State5 shall cause a transfer to be made between any appropriations authorized by6 the General Assembly for the House of Representatives.78SECTION 15. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS9 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. SALARIES.10 In order that exceptionally well-qualified personnel may be recruited and11 retained, the House of Representatives may exceed the maximum salary levels12 by no more than twenty percent (20%) for no more than one-third (1/3) of the13 positions authorized in their operation appropriation act, may exceed the14 maximum salary levels for the purpose of merit adjustments for all positions,15 and may promote a maximum of two grades for no more than one-third (1/3) of16 the classified positions authorized in its operation appropriation act.1718SECTION 16. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS19 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.20 AUDIO/VISUAL POLICY. The appropriations provided herein to produce audio or21 video materials by or under the direction of the House of Representatives22 shall not be used for the following:23 (a) A person may not use audio or video materials produced by or under the24direction of the House of Representatives in political or campaign25advertising.26 (b) A person may not use audio or video materials produced by or under27the direction of the House of Representatives for a commercial purpose.28(1) In this section, "commercial purpose" means a purpose that29is intended to result in a profit or other tangible benefit.30 (c) The House Management Committee may give permission to an entity to use31the audio or video materials for public education governmental32broadcast which shall not conflict with subsection (b).3334SECTION 17. COMPLIANCE WITH OTHER LAWS. Disbursement of funds35 authorized by this act shall be limited to the appropriation for such agency36 and funds made available by law for the support of such appropriations; and704/01/2026 2:36:06 PM JAR123HB10031 the restrictions of the State Procurement Law, the General Accounting and2 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary3 Procedures and Restrictions Act, or their successors, and other fiscal4 control laws of this State, where applicable, and regulations promulgated by5 the Department of Finance and Administration, as authorized by law, shall be6 strictly complied with in disbursement of said funds.78 SECTION 18. LEGISLATIVE INTENT. It is the intent of the General9 Assembly that any funds disbursed under the authority of the appropriations10 contained in this act shall be in compliance with the stated reasons for11 which this act was adopted, as evidenced by the Agency Requests, Executive12 Recommendations and Legislative Recommendations contained in the budget13 manuals prepared by the Department of Finance and Administration, letters, or14 summarized oral testimony in the official minutes of the Arkansas Legislative15 Council or Joint Budget Committee which relate to its passage and adoption.1617 SECTION 19. EMERGENCY CLAUSE. It is found and determined by the18 General Assembly, that the Constitution of the State of Arkansas prohibits19 the appropriation of funds for more than a one (1) year period; that the20 effectiveness of this Act on July 1, 2026 is essential to the operation of21 the agency for which the appropriations in this Act are provided, and that in22 the event of an extension of the legislative session, the delay in the23 effective date of this Act beyond July 1, 2026 could work irreparable harm24 upon the proper administration and provision of essential governmental25 programs.
