NO.104THIRTY-THIRD LEGISLATURE, 2026STATE OF HAWAIISENATE CONCURRENTRESOLUTIONUrging APPROPRIATE AUTHORITIES TO REDEVELOP the PaliLanes property to preserve its historic mid-century architecture and providefor meaningful recreational, cultural, and community-serving uses that benefitthe residents of Kailua and windward Oahu.���� WHEREAS, thePali Lanes property located in Kailua, Oahu, served as a community institutionfor sixty years before its closure in 2021, providing generations of residentsan accessible and affordable recreational facility and a venue for youthsports, community events, social gatherings, hula halau performances, nonprofitorganizations, and Special Olympics events; and���� WHEREAS, thefacility played a significant role in building community identity and a senseof place for Kailua and Windward Oahu as a whole; and���� WHEREAS, sincethe closure of Pali Lanes in 2021, the property has remained vacant whileproposals contemplating for-profit redevelopment concepts have facedsignificant community concern; and���� WHEREAS, opportunitiesto preserve affordable and accessible community recreational and gatheringspaces in Kailua, Oahu, are extremely limited due to rising land costs andlimited land availability; and���� WHEREAS, properredevelopment of the property could facilitate its renovation to preserve itshistoric mid-century architecture, and support recreational, cultural, andcommunity-serving uses that benefit residents of Kailua and Windward Oahu; and���� WHEREAS, strongpublic support has been expressed for preserving the property for communityrecreation, gathering space, and public use, including support from electedofficials, community leaders, the Kailua Neighborhood Board, and numerouspetitions and surveys representing thousands of residents; now, therefore,���� BE ITRESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,Regular Session of 2026, the House of Representatives concurring, that appropriateauthorities are urged to redevelop the Pali Lanes property to preserve itshistoric mid-century architecture and provide for meaningful recreational,cultural, and community-serving uses that benefit the residents of Kailua and WindwardOahu; and���� BE IT FURTHERRESOLVED that, should a renovation for public benefit not materialize, theDepartment of Land and Natural Resources is requested to evaluate options toacquire the parcel of land with improvements thereon located at 120 HekiliStreet, including the facility of Pali Lanes, for the purpose of preserving andmaintaining the property for the benefit of the public; and���� BE IT FURTHERRESOLVED that certified copies of this Concurrent Resolution be transmitted to theChairperson of the Board of Land and Natural Resources, Administrator of theState Historic Preservation Division, Chair of the Kailua Neighborhood BoardNo. 31, and Chief Executive Officer of Alexander & Baldwin, Inc.OFFERED BY:_____________________________Report Title:�DLNR;Pali Lanes; Redevelopment; Public Acquisition
