NO.103THIRTY-THIRD LEGISLATURE, 2026S.D. 1STATE OF HAWAIIH.D. 1SENATE CONCURRENTRESOLUTIONURGING THE DIVISION OFSTATE PARKS OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO CONVENE A TASKFORCE TO IMPROVE STATE PARKS, AND TO DEVELOP APPROPRIATE BRANDING ANDNARRATIVES FOR PARKS, LANDMARKS, AND OTHER SIGNIFICANT PLACES THROUGHOUT THESTATE.���� WHEREAS, theState's parks, landmarks, and landscapes represent an important part of theState's identity, history, culture, and economy; and���� WHEREAS,national parks in the United States and other nations are often recognized forproviding the highest quality experience for their visitors and localresidents, including providing appropriate and well-maintained infrastructurethat blends into the surrounding environment; and���� WHEREAS, theNational Park Service has successfully established a recognizable identity fornational parks through consistent theming, interpretive storytelling, andartwork that reflects the natural, historical, and cultural significance ofeach location; and���� WHEREAS,other federal and state agencies have also developed impressive branding thathas been monetized to raise revenue in support of their mission, such asCalifornia State Parks, which sells branded and themed merchandise in numerouslocations, and the National Aeronautics and Space Administration, which sellsmore branded merchandise than nearly any other public entity; and���� WHEREAS, thedevelopment of a recognizable brand allowsorganizations, whether public or private, to bolster revenue growth through aloyal customer base who, in turn, advocate for the brand's success and attractfurther customers; and���� WHEREAS, place-based branding and storytelling can educateresidents and visitors about the cultural, historical, and environmentalsignificance of communities and public lands, while strengthening stewardshipand responsible visitation and building a customer base committed topatronizing the organization; and���� WHEREAS, theState's Division of State Parks has been making considerable efforts to improvethe infrastructure, landscaping, and experience at existing parks, and toensure park amenities are maintained at a level commensurate to or better thannational best practices, innovations, and standards; and���� WHEREAS, theState has an opportunity to further improve park infrastructure, integrationwith the natural environment, and visitor experience, and to establish officialbranding and storytelling that appropriately represents the State's communitiesand public places while potentially generating revenue to support parkmaintenance, preservation, education, and visitor services; now, therefore,���� BE ITRESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,Regular Session of 2026, the House of Representatives concurring, that theDivision of State Parks of the Department of Land and Natural Resources isurged to convene a task force to improve state parks and develop appropriatebranding and narratives for parks, landmarks, and other significant placesthroughout the State; and���� BE IT FURTHERRESOLVED that the task force is requested to consist of the following members:���� (1)� The Administrator of the Division of StateParks of the Department of Land and Natural Resources, or the Administrator'sdesignee, who is requested to serve as the chairperson of the task force;���� (2)� The Administrator of the Business Developmentand Support Division of the Department of Business, Economic Development, andTourism, or the Administrator's designee;���� (3)� A representative from the Hawaii TourismAuthority;���� (4)� A representative from the University of HawaiiCommunity Design Center;���� (5)� A member with specialized expertise to servein a cultural advisory capacity;���� (6)� The chairpersons of the standing committees ofthe Senate and the House of Representatives having primary jurisdiction overwater and land, or the respective chairpersons' designees; and���� (7)� Any other members the chairperson deemsappropriate; and���� BE IT FURTHERRESOLVED that the task force is requested to examine examples of the bestinfrastructure and park experiences and develop plans to ensure parkinfrastructure, landscapes, and other amenities are improved and maintained ata level commensurate to or better than national best practices, innovations,and standards; and���� BE IT FURTHERRESOLVED that the task force is requested to examine examples of successfulbranding, branded revenue generation, interpretive storytelling, and retailstrategies used by national parks, cities, and other locations to develop aframework suitable for the State; and���� BE IT FURTHERRESOLVED that the task force is requested to ensure that any art, branding, andnarratives developed appropriately and respectfully reflect the culturalheritage, historical significance, environmental character, and communityidentity of the places represented; and���� BE IT FURTHERRESOLVED that this body affirms its intent for the State to develop andmaintain a state parks system that reflects the highest standards ofstewardship, quality, visitor experience, and infrastructure so that Hawaii'sstate parks are recognized as one of the finest state park systems in theUnited States; and���� BE IT FURTHERRESOLVED that the task force is requested to submit a report of its findingsand recommendations, including any proposed legislation, to the Legislature nolater than twenty days prior to the convening of the Regular Session of 2027;and���� BE IT FURTHERRESOLVED that certified copies of this Concurrent Resolution be transmitted tothe Administrator of the Division of State Parks of the Department of Land andNatural Resources; Administrator of the Business Development and SupportDivision of the Department of Business, Economic Development, and Tourism;Chief Executive Officer of the Hawaii Tourism Authority; and President of theUniversity of Hawaii System.Report Title:�DLNR;Task Force;
