1A CONCURRENT RESOLUTION urging the United States Congress to support
2 efforts to issue an Armed Forces Expeditionary Medal, or similar recognition of having
3 served in an area of hostility, to all United States servicemembers who served in
4 Honduras from 1981 to 1992.
5WHEREAS, the Commonwealth of Kentucky believes military members and
6 veterans who serve or have served in hostile environments should be recognized; and
7WHEREAS, the United States military maintained a presence in Honduras
8 throughout and beyond the 1980s, providing training to and conducting military exercises
9 with the host nation's military; and
10WHEREAS, the buildup and presence of United States servicemembers served as a
11 deterrent to Nicaraguan aggression in the region and also meant an increase of support for
12 democratic values via civil action in Honduran communities; and
13WHEREAS, United States servicemembers were equipped with live ammunition
14 and assisted the Honduran military in training and combat support capacities; and
15WHEREAS, United States servicemembers reported experiencing hostile fire and
16 imminent danger. At least one United States servicemember received a Purple Heart for
17 injuries sustained as a result of terrorist activity while serving in Honduras in 1990; and
18WHEREAS, United States servicemembers lost their lives while conducting various
19 military duties while in Honduras due to terrorist activity and other hazardous
20 circumstances;
21NOW, THEREFORE,
22 Be it resolved by the House of Representatives of the General Assembly of the
23 Commonwealth of Kentucky, the Senate concurring therein:
24Section 1.       The Kentucky General Assembly hereby urges the United States
25 Congress to support efforts to issue an Armed Forces Expeditionary Medal, or similar
26 recognition of having served in an area of hostility, to all United States servicemembers
27 who served in Honduras from 1981 to 1992.

1Section 2. The Clerk of the House of Representatives is directed to transmit a
2 copy of this Resolution to the members of the Kentucky congressional delegation, the
3 President of the United States, the United States Secretary of Veterans Affairs, and
4 Representative DJ Johnson.
