8 Statement of purpose of bill as introduced: This bill proposes to require that a
9 landlord clearly and accurately advertise the utilities and estimated costs that
10 are the responsibility of a tenant under a rental agreement and the utilities and
11 costs that are included as part of the rent charged for a dwelling unit, and to
12 document the information within a residential rental agreement. The bill
13 proposes to require that, where possible, a landlord provide individual
14 metering to separate dwelling units or otherwise ensure that the costs of
15 utilities paid by the tenant reflect the tenant’s actual use.

18 It is hereby enacted by the General Assembly of the State of Vermont:
