1AN ACT
2 To enact R.S. 26:81.2 and 281.2, relative to limitation of the issuance of certain alcoholic
3beverage permits; to prohibit the issuance of alcoholic beverage permits in certain
4areas; to provide for a temporary moratorium; to provide for an effective date; to
5provide for exceptions; and to provide for related matters.
6Notice of intention to introduce this Act has been published
7as provided by Article III, Section 13 of the Constitution of
8Louisiana.
9 Be it enacted by the Legislature of Louisiana:
10Section 1. R.S. 26:81.2 and 281.2 are hereby enacted to read as follows:
11§81.2. Limitation on issuance of permits; District 2 of the Louisiana House of
12Representatives
13A. Beginning on August 1, 2026, and ending on December 31, 2027, no
14permits for the sale of alcoholic beverages under this Chapter shall be granted within
15the boundaries of District 2 of the Louisiana House of Representatives.
16B. (1) This Section applies only to a licensed premises of a Class B or Class
17C permit that contains less than five thousand square feet of public habitable floor
18area.
19(2) This Section does not apply to any of the following:
20(a)   A licensed premises located within the Shreveport Downtown
21Development District.
22(b) A licensed premises located within Bossier City.
23(c) A licensed premises purchased by the owner of another licensed premises
24if the purchased premises is not in violation of any federal, state, or local laws at the
25time of acquisition.

1C. Any valid permits existing on August 1, 2026, may continue and be
2renewed if the permit holder remains in compliance with all other provisions of law
3and local ordinances. However, if the permit holder ceases to operate as a business
4or fails to maintain a valid permit for any reason and for any period of time, the
5permit holder shall not be eligible to renew the permit. A permit holder shall not be
6issued permits for additional locations within the boundaries of District 2 of the
7Louisiana House of Representatives.

1Section 2. This Act shall become effective upon signature by the governor or, if not
2 signed by the governor, upon expiration of the time for bills to become law without signature
3 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
4 vetoed by the governor and subsequently approved by the legislature, this Act shall become
5 effective on the day following such approval.
