1AN ACT
2 To enact R.S. 17:3991(C)(1)(c)(vii), relative to charter schools; to provide relative to charter
3school enrollment; to provide relative to enrollment preference for certain students;
4to provide relative to early childhood care and education; to provide relative to
5children in military families; to provide relative to children in foster care; to provide
6for exceptions; and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8Section 1. R.S. 17:3991(C)(1)(c)(vii) is hereby enacted to read as follows:
9§3991. Charter schools; requirements; limitations; renewal; amendment; revocation;

12C. A charter school shall:

18(vii) Each charter school, except for any school in a school district where the
19majority of schools were transferred from the local district to the Recovery School
20District, may give enrollment preference to a student who falls into any of the
21following categories:
22(aa) An entering kindergarten student who attended one of the following:
23(I) A licensed early learning center operated by the charter school.
24(II) A licensed early learning center not operated by the charter school, if the
25student attended the center for at least seventy-five days and the charter school and
26the center have an enrollment articulation agreement.

1(bb) A student whose parent or legal guardian is serving in active military
2service.
3(cc) A student who is in foster care pursuant to placement through the
4Department of Children and Family Services.
5(dd) A student who is the subject of a court-ordered custody plan.
