h0975/introduced.txtLEGISLATURE OF THE STATE OF IDAHOSixty-eighth Legislature Second Regular Session - 2026IN THE HOUSE OF REPRESENTATIVESHOUSE BILL NO. 975BY APPROPRIATIONS COMMITTEE1AN ACT2 RELATING TO APPROPRIATIONS; LIMITING CASH TRANSFERS FROM THE BUDGET STABI-3 LIZATION FUND FOR FISCAL YEARS 2026 AND 2027; AND DECLARING AN EMERGENCY4 AND PROVIDING AN EFFECTIVE DATE.5 Be It Enacted by the Legislature of the State of Idaho:6SECTION 1. CASH TRANSFERS FROM THE BUDGET STABILIZATION FUND IN FIS-7 CAL YEARS 2026 AND 2027. Notwithstanding the provisions of Section 57-814,8 Idaho Code, which limits the allowable balance in the Budget Stabilization9 Fund to 15% of total General Fund receipts for the fiscal year just ending and10 requires the Office of the State Controller to transfer excess moneys in the11 Budget Stabilization Fund back to the General Fund, and notwithstanding any12 other provision of law to the contrary, the Office of the State Controller13 shall not transfer funds from the Budget Stabilization Fund to the General14 Fund for the period June 1, 2026, through June 30, 2027.15 SECTION 2. An emergency existing therefor, which emergency is hereby16 declared to exist, this act shall be in full force and effect on and after17 June 1, 2026.
