The purpose of this act is to amend the Revenue4 Stabilization Law, § 19-20-101 et seq., to create funds, and to make5 transfers to and from funds and fund accounts.67 SECTION 2. EMERGENCY CLAUSE. It is found and determined by the8 General Assembly of the State of Arkansas that changes to the state's fiscal9 laws must take effect at the beginning of the fiscal year; and that it is10 necessary for this act to become effective on July 1, 2026, to avoid a lapse11 in critical and essential services that the state government provides to the12 citizens of this state at the beginning of the next fiscal year.
