AND FUND ACCOUNTS.
Subtitle
AUTHORIZING THE INTRODUCTION OF A
NONAPPROPRIATION BILL TO AMEND THE
REVENUE STABILIZATION LAW, TO CREATE
FUNDS, AND TO MAKE TRANSFERS TO AND FROM
FUNDS AND FUND ACCOUNTS.
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL
ASSEMBLY OF THE STATE OF ARKANSAS:
THAT Senator Dismang is authorized to introduce a bill which as
introduced will read substantially as follows:
"Title
AN ACT TO AMEND THE REVENUE STABILIZATION LAW; TO CREATE FUNDS; TO MAKE
TRANSFERS TO AND FROM FUNDS AND FUND ACCOUNTS; TO DECLARE AN EMERGENCY; AND
FOR OTHER PURPOSES.
Subtitle
TO AMEND THE REVENUE STABILIZATION LAW; TO CREATE FUNDS; TO MAKE TRANSFERS TO
AND FROM FUNDS AND FUND ACCOUNTS; AND TO DECLARE AN EMERGENCY.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:
SECTION 1. The purpose of this act is to amend the Revenue
Stabilization Law, § 19-20-101 et seq., to create funds, and to make
transfers to and from funds and fund accounts.
SECTION 2. EMERGENCY CLAUSE. It is found and determined by the
General Assembly of the State of Arkansas that changes to the state's fiscal
laws must take effect at the beginning of the fiscal year; and that it is
necessary for this act to become effective on July 1, 2026, to avoid a lapse
in critical and essential services that the state government provides to the
citizens of this state at the beginning of the next fiscal year. Therefore,
an emergency is declared to exist, and this act being necessary for the
preservation of the public peace, health, and safety shall become effective
on July 1, 2026."
