23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL
24 ASSEMBLY OF THE STATE OF ARKANSAS:

26THAT Representative Jean is authorized to introduce a bill which as
27 introduced will read substantially as follows:

29 "Title
30 AN ACT TO AMEND THE REVENUE STABILIZATION LAW; TO CREATE FUNDS; TO MAKE
31 TRANSFERS TO AND FROM FUNDS AND FUND ACCOUNTS; TO DECLARE AN EMERGENCY; AND
32 FOR OTHER PURPOSES.

2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

4      SECTION 1.     The purpose of this act is to amend the Revenue
5 Stabilization Law, § 19-20-101 et seq., to create funds, and to make
6 transfers to and from funds and fund accounts.
7
8      SECTION 2.     EMERGENCY CLAUSE.   It is found and determined by the
9 General Assembly of the State of Arkansas that changes to the state's fiscal
10 laws must take effect at the beginning of the fiscal year; and that it is
11 necessary for this act to become effective on July 1, 2026, to avoid a lapse
12 in critical and essential services that the state government provides to the
13 citizens of this state at the beginning of the next fiscal year.       Therefore,
14 an emergency is declared to exist, and this act being necessary for the
15 preservation of the public peace, health, and safety shall become effective
16 on July 1, 2026."
