ANALYSIS OF ECONOMIC IMPACT FROM INCREASED1.7 IMMIGRATION ENFORCEMENT IN MINNESOTA.1.8(a) $250,000 in fiscal year 2027 is appropriated from the general fund to the commissioner1.9 of employment and economic development to conduct a comprehensive analysis of the1.10 statewide economic impact of increased immigration enforcement beginning in 2025,1.11 including operations associated with Operation Metro Surge launched in December 2025,1.12 on Minnesota's workforce, small businesses, and statewide economy. This is a onetime1.13 appropriation.1.14(b) The analysis must include but is not limited to evaluation of:1.15(1) impacts on labor force participation, workforce availability, and workforce shortages1.16 across sectors of Minnesota's economy;1.17(2) impacts on small businesses and microbusinesses, including family-owned,1.18 immigrant-owned, and locally owned businesses, with consideration of workforce availability,1.19 hiring challenges, operational costs, business continuity, and long-term business1.20 sustainability;1.21(3) sector-specific impacts on industries including agriculture, food processing,1.22 construction, health care, hospitality, manufacturing, transportation, and retail;Section 1. 104/02/26 REVISOR SS/CG 26-08331 as introduced2.1 (4) impacts on business operations, supply chains, productivity, and business closures2.2 or relocations;2.3 (5) regional economic impacts across Minnesota, including comparisons across counties2.4 and between rural, suburban, and urban communities and regional labor markets, to the2.5 extent practicable; and2.6 (6) impacts on consumer spending, state and local tax revenue, and overall economic2.7 output.2.8 (c) The analysis may incorporate relevant data and information from academic institutions,2.9 Minnesota businesses, state agencies, and other available economic data sources. The2.10 commissioner may solicit proposals and contract with a nonpartisan third party to prepare2.11 the report.2.12 (d) By February 1, 2027, the commissioner must submit the analysis in a report to the2.13 chairs and ranking minority members of the legislative committees with jurisdiction over2.14 workforce and economic development.Section 1. 2
